CALL ON PUBLIC SERVANTS TO CLAIM PENSION COMPENSATION

Johannesburg –The Public Service Co-ordinating Bargaining Council (PSCBC) calls 
on all public service employees directly affected by discriminatory pension 
practices under apartheid, to come forward to seek redress.
 
The deadline for submission of applications is 31 March 2012 and is open to all 
Public Servants who were in service on 2 September 1998.  
 
The Pension Redress Campaign forms part of the second and final process of the 
PSCBC programme launched on 24 May 2010 by the former Minister for Public 
Service and Administration, the Honourable Richard Baloyi.  
 
It was adopted by way of two resolutions on pension restructuring, namely PSCBC 
Resolution 7 of 1998 and Resolution 12 of 2002 respectively, which provides for 
recognition of service as pensionable that had been deemed non-pensionable 
under apartheid. The recognition of service as pensionable will take the form 
of compensation for those who are no longer in service, and the recalculation 
of pension entitlements for those still in service.
 
Discriminatory Pension Practices identified under the programme affect those 
employees targeted on the basis of race, gender or employment status, those 
adversely impacted by physical conditions as well as former municipal policemen 
incorporated into the South African Police service during 1989, and still 
belong to Municipal Pension Funds. 
 
The redress will also recognize breaks in pensionable service for employees who 
were dismissed for participating in strikes in the former Transvaal and Natal 
provincial administrations between 1987 and 1993 and subsequently re-employed.
 
“In order to implement the redress, the PSCBC, in consultation with various 
public sector unions has established task teams in all provinces and national 
departments. They will be responsible for the marketing of the redress 
opportunity, assisting with the completion of application forms and for 
communicating the results of the process to applicants. We urge all those who 
qualify to come forward and stake their claim to these funds”, says Chairman 
for the National Pensions Redress Task Team, Weizmann Hamilton.
 
In terms of the agreement between government in its capacity as employer and 
the trade unions admitted to the PSCBC, a special fund was established to 
finance the redress to be administered by the Government Employees Pension Fund 
(GEPF).  
 
“The period to apply for redress is valid until the closing date, 31 March 
2012. Therefore we urgently require beneficiaries to come forward before the 
deadline period”, says Hamilton.
