It is an interesting political and administrative development to see the 
national government taking the issue provincial governance serious since 1994. 
It started with the intervention in Mpumalanga Dpt of education due to the 
matric results scandals, followed by the eastern cape dpt of education and now 
Limpompo, Free state and Gauteng. The question I have is what criteria is being 
used by the national government to intervene? The Mpumalanga dpt of health in 
Mpumalanga is well known for overspending and financial crises every year, the 
lack of supply of medication especially to clinics, shortage of equipment and 
class 2 material to work. 
 
The well known saga of the medical depot and the poor supply to hospitals, 
shortage of food due to non payment of service providers, the over pricing of 
goods by service provider who collude with the officials. During the 
president state of nation address he said all funded vacant post were going to 
be filled within six months and it was repeated by the premier but within two 
months there was moratorium on employing and buying of equipment and that has 
resulted in the dpt failing to recruit doctors and nurses. The whole sagga is 
affecting the newly qualified nurses who are not guranteed of post and possibly 
community service doctors. Currently the dpt of health does not have a HOD and 
other senior managers, 95% of the hospitals in the province dont have managers; 
everybody is acting from the HOD down to the clinics, what a hollywood? We are 
all aware that the dpt is bankrupt and this is a tip of an iceberg in a 
province engulfed by financial
 mismanagement and corruption.It will not be surprising to hear that the 
provincial government is bankrupt. The intervention by the national government 
would be welcomed in Mpumalanga.
 
We know that the ANC pre CODESA has been against the module of provincial 
government and federal states but have to reach a compromise during the 
negotiations and actually ANC leaders ended up enjoying this module of 
arrangement than those who proposed it during CODESA especially the ANC 
leadership in Mpumalanga has been recycled within the provincial government, 
the majority do not want to go to the national assembly to serve our nation we 
rather send non starters and clowns to the national assembly. For the past 17 
years we have treated provinces as federal states and now it si worst in the 
Western Cape which wants to operate like a state inside the republic of South 
Africa. Maybe as the ANC is celebrating its centenary it will review some of 
the agreement of CODESA including the module of provinces. BY MAVIYO NDINISA
