Chapter 9 institutions like the Public Protector must guard against being abused and misused by reactionary elements! I recently had discussions with one investigator from the Public Protector's office who said they are overwhelmed by cases and some of these cases turn out to have no merit at all, thereby wasting scarce resources and time. There needs to be some deterrent to such abuses of that office. This should apply to the fashionable abuse of the judiciary by some of the right wingers and certain opposition political parties too.
