*Media Statement on outcomes of Special Regional General Council*
*27 February 2012*

The African National Congress, Sekhukhune Region, hosted a successful
special regional general council on Sunday 26th February 2012, at Jane
furse comprehensive school, Makhuduthamaga Sub-Region.

The Special Regional Council was attended by more than 280 delegates from
121 branches of the ANC in the region as well as representatives of the
leagues, MKMVA and alliance partners.

The special regional council was convened as per the resolution of the
fifth regional conference held in December 2011 which mandated the newly
elected Regional Executive Committee to convene special RGC to deal with
outstanding matters of conference key among them, commission’s and program
of action.

The special Regional Council welcomed both the State of the Province and
State of the nation addresses and the kind of progressive interventions
announced by both the President and the Premier of our province. The RGC is
of the view that the projects and programs announced and earmarked for our
district will go a long way in stimulating local economic development and
creating much needed job opportunities. The RGC particularly extended its
gratitude to both national and provincial government on the following
projects;

·      Five geographically focused programs which include the development
and integration of rail, road and water infrastructure centred around two
areas in our province, the Waterberg in the western part and steelpoort in
the eastern part

·      The development of five new water augmentation schemes including the
Oliphant’s river water resource in steelpoort

·      The securing of 120 hectors of land at Pedi Mamone for development
of modern township and government complex with basic amenities

·      The creation of Burgersfort logistic hub as a provincial growth
point

It is the view of the ANC branches in Sekhukhune that our government is
beginning to seriously advance rural development agenda as highlighted by
the two speeches.

The RGC noted an increase in service delivery related protests in our
region with the key issue being access to water. Whereas the RGC
acknowledged the huge investments made by the district municipality as
water authority and provider in terms of infrastructure, it further
mandated its deployees in government to work with speed and energy in
dealing with water related challenges facing our communities. The RGC
further called on ANC Councillors to intensify communication with
communities and stakeholders so that we do not open space for political
opportunists to hijack genuine demands and concerns of our people.

The RGC further noted concerted efforts being made by all our
municipalities in the district to achieve clean audit. Fetakgomo local
municipality was congratulated as a shining example for having achieved
clean audit in two consecutive years despite its limited resources and
rural nature. The RGC further called on the rest of the municipalities in
the district to emulate Fetakgamo local municipality and achieve clean
audit by set target of 2014. A special call was made to all municipalities
to fill in vacant senior management posts by end of June 2012.

The RGC expressed itself around preparations for both the policy and
national conferences in light of the NEC directives. It was agreed that for
the region to play a significant role and influence both conferences, all
121 branches in the region should have a minimum of 500 members by May
2012. The RGC also called on all branches in the region to start policy
debates especially around* *areas of*; education, health, mineral
beneficiation, rural development and job creation*.

The RGC noted with regret the ongoing campaign by alliance partners, media
and opposition parties in the province calling for the resignation of the
Premier and the entire Provincial Executive. The RGC condemned what it
viewed as foreign tendency in the movement of attacking ANC leaders in
public with impunity. We call on alliance structures to respect established
alliance channels of communication and protocol. The RGC resolved to pledge
undivided support to Cde Cassel Mathale as both the Premier and Provincial
Chairperson of the ANC in Limpopo.



The RGC also resolved to work side by side with the leagues, alliance and
social partners in building a strong, united and vibrant ANC in the region
capable of leading society and bringing about social transformation.
