NEHAWU Shop Stewards gathered here today to execute their mandate from deferent 
branches. The SACP Greater Tshwane salutes you all in the name of our socialist 
revolution. AMANDLA!
 
It is an honor for us as the SACP Greater Tshwane District to address the 
largest region of the public sector union that has about 235,000 members. A 
region that is responsible to recruit the public sector workers across the 
administration of our Capital City of the Republic South African. The public 
sector union in the biggest municipality in Africa and the third largest 
municipality in the world.
 
Comrades, your congress takes place in this year of the congresses and 
conferences. We are having SACP Gauteng Congress on the 23-25 March 2012, ANCYL 
Tshwane Regional conference on the 23-25 March 2012, ANC Policy Conference in 
June 2012, SACP National Congress on the 11-15 July 2012, COSATU National 
Congress in September 2012, ANC National Elective Conference in December 2012,  
ANC Annual Centenary Events happening across the country and many more events 
unmentioned. This is the busy year in our congress movement. And therefore, 
each and every alliance partner should make self-introspection, understand the 
past conditions, analyze the present dynamics and develop appropriate strategy 
to confront political and socio-economic fragmentation in our contemporary 
South Africa.
 
NEHAWU in Tshwane is automatically given a work of ensuring an appropriate 
service delivery through its engagement of national departments that are 
situated in our District. You are equally in the better position to lead a 
national campaign against corruption in the difference departments through our 
shop stewards who are working in those national departments. This Capital City 
also have about 130 embassies and that simply translate to us that we can help 
our broader movement  by providing scientific analysis pertaining to the  
international struggle and leading the struggle for  party to party relation.
 
Comrades, the Minister of Finance has just tabled Trillion Budget and his 
budget was more of reflection of Keynesian economic model as it was like the 
one applied by the American President Franklin Roosevelt in 1933 when he was 
responding to great depression. Gordhan also applied Keynesian model by 
focusing on Relief from unemployment, Recovery of Economic activity and Growth 
and Reform of Economy away from consumption to infrastructure development. This 
clearly tells us that state will play more roles in this financial year. NEHAWU 
shop stewards must therefore monitor how this Trillion will spent so as to 
avoid the situation similar to Limpopo province. Yes, it looks like enough 
resources but the supply and the demand cannot be at equilibrium if in deed our 
tools of analyses is guided by our empirical observation related to numerous 
service delivery protest taking place in the country.  English Proverb “money 
is a good servant but a bad master”.
 NEHAWU you are the people’s ear and eyes in this government, please play your 
role.
 
The SACP calls upon all members of NEHAWU to participate actively in statutory 
bodies. It is importance for every COSATU member to partake in ward committees, 
school governing bodies, community policing forums, health committees etc.  So 
as to strengthen participatory local appraisal with the aims of directing 
intergraded development plan and that can be the only way of pleasing the Saul 
of the national democratic revolution (NDR) as a direct route to socialism. 
Your role as the transformative union must always differ from workerist 
tendency.
 
We also call upon all members of NEHAWU to join the SACP and by so doing is to 
help us to be the leading political force of South African working-class whose 
main interest it promotes the struggle for NRD and to achieve Socialism. SACP 
by nature is the brain child of the workers and the poor, taking it from 
ineffective Labour Party to progressive Socialist International League, 
subsequently formation of the Communist Party of South Africa (CPSA) in 1921. 
We have also noted that the government became the leading employer of majority 
of the workers in the country and we therefore, request NEHAWU to help in the 
recruitment of the newly absorbed workers (youth sector) in the public sector 
to join the Young Communist League (YCL) so that they can understand and why 
socialism in their life time. Engels once spoken about the task of the 
socialists, he said, quoting the communist manifesto, was “to represent the 
movement of the future in the movement of the
 present” A L Morton & George Tate, British Labour Movement. 
 
Comrades’ shop stewards, practical observation tells us that NEHAWU is still 
facing a serious challenge such as the PSA counter recruitment in public sector 
and the probability of tempering with NEHAWU application forms is high, hence 
they are the majority in HR divisions. Most of these PSA members are opposing 
NEHAWU programmes during the day but when they arrive at home they participate 
in our alliance structures. In particular, the African National Congress (ANC) 
and that create unnecessary contradiction in our beloved movement.
 
 Another challenge is around the reluctance of top management and political 
heads to implement the Labour resolution. Classical example is Gauteng 
Government that forced to cluster the department of Health and Social 
Development in the year 2009 regardless of the workers objection. Surprisingly, 
the Premier of Gauteng in her state of the province 2012 has announce the 
separation of two department, that send a signal to us that workers were 
correct when opposing the clustering of the two department.
 
 Comrade Chairperson, the SACP Greater Tshwane would like to thank your union 
for the great love that it has shown through its revolutionary contribution to 
our socialist organization by providing the office and equipment’s to our 
district regardless of the internal challenge that we had faced since the 
establishment of the District Interim Leadership Core (DILC). But however, we 
managed to apply Marxist science to overcome those administrative obstacles and 
we are proud to announce to you that our district has more than 90 branches to 
date.
 
In conclusion comrade chairperson, we wish you an immaculate congress, with a 
robust engagement that will deliver immeasurable pleasure to all members of 
NEHAWU across your regional diaspora and the resolution that will guide our 
socialist thinking for the better Greater Tshwane.
 
YOU ARE A MEMBER OF NEHAWU; YOU ARE A GOOD PUBLIC SERVANT. SACP LOVES YOU.
