*PSCBC Wage Negotiations 2012*


*_Introduction_*

In our last bulletin we informed our members in the public service about the employer's initial offer to our demands. In this bulletin we are informing our NEHAWU membership in the public service about the latest developments on wage negotiations in the public service i.e. sixth round of negotiations.

*_The Negotiation Process_*

Comrades should remember that:

 * The first round of negotiations commenced on the 16th February 2012
   where we tabled and motivated our 2012 public service wage demands.

 * The second round of negotiations took place a month later on the
   16th March 2012, where the employer tabled their initial response to
   our demands.

 * The third round of negotiations continued on the 26 March 2012 with
   no movement on the Wage, Home Ownership and the Single Term
   Agreement demands.

 * The fourth round of negotiations was on the 30 March 2012 with no
   movement on the key demands.

 * The fifth round of negotiations was on the 5th April 2012 where
   there was no movement on the key demands.


The six round of negotiations commenced yesterday, 19 April 2012 where the employer tabled the following as a response to our key demands:

(1) *Key Demand:* Home Ownership Scheme and implementation of the scheme on or before the end of this financial year. Alternatively, failure to implement the Home Ownership Scheme in this financial year we demand a housing allowance of R1650.

*The employer is proposing* to increase the housing allowance from R800 to R900 per month effective from the 1st April 2012 to 30^th September 2012. Thereafter the implementation of the Government Employees Housing Scheme will commence on 30 October 2012. The proposal shall be tabled in the PSCBC for negotiation on the 1 August 2012 and implemented as per the agreement of the negotiations.

In essence the employer is not ready to implement the Home Ownership Scheme in this financial year and only seeks to extend the timeframes as provided for in the existing resolution and increasing the housing allowance on an interim basis.

(2) *Term of agreement:*

We demand a single term agreement. The employer is still proposing a 3-year agreement.

(3) *Wage demand: *

We demand 10% increase across the board. The employer is proposing:

 * 4.5% increase for year-one effective 1st April 2012.

 * 5% increase for year-two effective 1st April 2013

 * 4.5% increase for year-three effective 1st April 2014.


Please note that the public service wage negotiations are continuing this afternoon, the 20th April 2012.
