*PSCBC Wage Negotiations 2012*


*INTRODUCTION*

The seventh round of wage negotiations in the Public Service Co-ordinating Bargaining Council (for public service workers) started yesterday, Tuesday, 24 April 2012. This round follows the sixth round of the 19th April 2012 where the employer tabled its improved wage offer to respond to our wage demands.


*UPDATE ON THE SEVENTH ROUND OF WAGE NEGOTIATIONS IN THE PUBLIC SERVICE*

The employer did not move on the term of agreement and home ownership scheme. The only movement or improvement of the employer's offer during the wage negotiations of 24 April 2012 (7th round) is on response to our wage demand.

*(1) Term of Agreement*

   Our demand is for a single term of agreement. The employer is still
   proposing a 3-year wage agreement.


*(2) Wage Demand*

   Our collective demand with other trade unions admitted to the PSCBC
   (Public Service Co-ordinating Bargaining Council) in the last round
   (sixth round) was 10% across the board. The employer's offer at the
   end of the sixth round was as follows:

     * 4.5% increase for year-one effective 1st April 2012.
     * 5 %increase for year-two effective 1st April 2013
     * 4.5% increase for year-three effective 1st April 2014.


   During the negotiations on the 24 April 2012, as trade unions we
   moved from 10% wage demand across the board to 9% across the board.
   The employer then moved and tabled the following revised wage offer:

     * 5% increase for year-one effective 1st April 2012.
     * 5.3% increase for year-two effective 1st April 2013
     * 4.9% increase for year-three effective 1st April 2014.


*(3) Home Ownership Scheme*

   On Home Ownership Scheme we still demand implementation of the
   scheme on or before the end of this financial year. During
   negotiations we moved from demanding R1 650 housing allowance to R1
   500 housing allowance should the employer fail to implement the Home
   Ownership Scheme in this financial year.

   The employer's position remains the same as in round six that is,
   the employer is still proposing to increase the housing allowance
   from R800 to R900 per month effective from the 1st April 2012 to
   30th September 2012. Thereafter the implementation of the Government
   Employees Housing Scheme will commence on 30 October 2012. Still the
   employer is not ready to implement the Home Ownership Scheme in this
   financial year.


*CONCLUSION*

The public service wage negotiations are continuing this afternoon, the 25th April 2012. We hope we shall be able to push the employer to improve its offer. Otherwise, we shall continuously update our members in the public service until the process is finalised.
