I doubt that the intended objectives would be realized cause this would need 
serious revolution than reforming approach.

SALGA has correctly analyzed SAMWU dynamics with its vanished long outstanding 
issue of Wage Curve and Benchmarking which workers are still aggrieved at the 
moment.

In our Municipality we have recently witnessed another set back where there 
were propaganda leveled against Local Office Bearers that they are close to 
TROIKA and was a serious doubts as to whether there would be strike or not.

Leadership position were reshuffled and outcomes were that of all office 
bearers being in essential services your traffic, your fire and waste and all 
of them they did not partake in National Strike also our full time shopsteward 
applied for leave prior to strike and workers are aware of such I would love to 
witness this upcoming strike.

I am not so sure why but we also realized that ANC politics also influenced 
conduct of our senior leadership where they even went about popularizing 
Mbalula and Motlanthe without analyzing the ground now that they are exposed 
surely a weak strike is to be exhibited.

*Second Round of Municipal Negotiations ended in stalemate*


The second round of Municipal Negotiations concluded in Durban on Friday 
(1 June 2012) failed to deliver any meaningful progress.

SAMWU, and its trade union partner, IMATU, and employer body SALGA 
failed to reach an agreement affecting 230 000 Municipal Workers. The 
Unions made further movement of its position to 11,5% or R1750, 
whichever is greater and reducing its demand on the minimum wage to R5 500.

Notwithstanding this progressive movement of the unions, SALGA stuck to 
its previous wage offer of 4.5% without any adjustment to the minimum 
wage currently standing at R4620 per month.

SAMWU will be embarking on intensive consultation with its members 
before the final round scheduled for 13/14 June 2012. This process will 
be made much more difficult given the intransigent stance by SALGA. In 
any negotiations, it is important for parties to try to seek consensus. 
However, SALGA has shown no willingness to reach a possible settlement.

Workers are suffering as a result of the current economic crisis and an 
increase below inflation of 6.1% will be disastrous for thousands of 
workers. Many are struggling to keep heads above water, given the steep 
rise in the cost of transport, electricity and food.

We are calling on SALGA to revise its hostile stance to workers and to 
the plight that workers are experiencing. It is only with a changed 
understanding on the side of SALGA that a peaceful settlement will be 
possible.
