*Statement on service delivery and corruption*

*Service Delivery*

The Young Communist League of South Africa [uFasimba] in Greater Tshwane
District has noted reports in the media (e.g. Pretoria News 12 July 2012)
about protests in the former Metsweding area of the City of Tshwane
Metropolitan Municipality. Particular cadres of our movement are isolated
and accused to have been behind the protests. Such reports are
characteristic of palace politics involving character assassination of
innocent comrades as a way of trying to get to the top of cheap
popularity-seeking politics and appeasing tenderpreneurs in return for
patronage. By the way a section of the factionalists who engage in such
disgusting acts were part of unrecognised parallel conference held in
Tshwane in the name of the ANC, which is wrong in the extreme.

The reality is that following the incorporation of the larger part of the
former Metsweding District Municipality the City of Tshwane Metropolitan
Municipality became the largest metropolitan municipality not only in the
country but also bigger than many in the world. This welcome step in the
right direction brought about its own challenges to service delivery in
addition to those that were inherited from the former Metsweding District
Municipality.

Particularly the challenges of service delivery in the former Metsweding
District Municipality are not new. Its incorporation in the City of Tshwane
Metropolitan Municipality was partially motivated by the need to resolve
those challenges. It is our well considered view that efforts must continue
and intensify to reposition the City of Tshwane Metropolitan Municipality
and capacitate it in terms of both human and material resources to become
responsive and effective to service delivery in general inclusive of the
associated challenges inherited from the former Metsweding District
Municipality.

*Corruption*

**

There have also been investigations into allegations of corruption by
officials in Tshwane Metropolitan Municipality. As the YCLSA we want the
report from the investigations to be brought to the public as one of the
principles of good governance in particular transparency. And should any
wrongdoing be found action must be taken in line with our movement’s
election manifesto for fight crime and corruption. If any wrongdoing has
been found concealing the report to the public and not taking action could
be tantamount to corruption.
