We note the reports in the Sunday Times on Sunday 05 August 2012 following the release of the Draft Audit Report by the Auditor-General. The majority of the money intended for service delivery ends up lost in corrupt unintended purposes and does not reach its intended objective, thus denying the people access to their rights. The tender system further increases costs of delivering services by the government through inflated prices and corruption. It is of great importance that the government starts building its own capacity for providing services and stops a heavy reliance on private entities to deliver its mandate. We welcome the latest appreciation by the African National Congress of the fact that the tender system is at the heart of failing to provide adequate services to our people. It is imperative that a response to the issues raised by the Auditor-General ensures that there is adequate support for the administrative processes and the municipalities and government in general tightens financial administration and processes so that there is adequate accountability, monitoring and evaluation. Manamela said "Action must be taken to ensure that the concerns of the Auditor-General are addressed to effectively increase accountability, build capacity of the state and those that are involved in corruption are charged by law enforcement agencies and disciplinary action is taken." It cannot be right that audit findings expose administrators' involvement in tenders whilst they are under the state employ, which are plain corrupt practices and no action is taken to root out that corruption. It's plain to see the high level of corruption in the Department of Transport in Limpopo; the department employed the company On-Point but still hires consultants to do the same work it has appointed On-Point for. This is the time to act in ensuring the state builds the capacity considering the major infrastructural projects undertaken now. The state should ensure the projects increase skills transfer and development, and that the money involved is equal to the projects not as a means of quick enrichment of certain individuals. The development of South Africa is central in this projects and they should be treated with the necessary commitment to development.
