Dear comrades,The South African Communist Party in the Brian Bunting District (Cape Metro) will tomorrow Tuesday 29 January 2013 make presentations in the Western Cape Provincial Legislature against the proposed Western Cape Community Safety Bill [B8 -- 2012].
Our objection is essentially on the basis that the proposed Bill has no foundation in the Constitution. The Bill seeks to create parallel structures and further fragment the existing policing system. The proposed legislation arrogates to the Western Cape MEC powers vested in the National Minister by the Constitution. This tendency is consistent with the fantasy of Helen Zille of creating a Republic of Western Cape and labelling indigenous citizens as refugees.
It must be stated categorically that South Africa is not a federal state. The Democratic Alliance wants to push through the back door what its predecessor, the Democratic Party, lost during Codesa negotiations of making South Africa a federal system.
As the SACP we reject this Bill and urge all members of the public as well as Members of the Provincial Legislature to reject this violation of our Constitution.
