YCLSA Gauteng Press Statement Provincial Lekgotla statement on organizational development Monday, 18 February 2013 The Young Communist League of South Africa in the province of Gauteng emerged from its Provincial Lekgotla, held over the weekend from 16-17 February 2013 in Kempton Park. This meeting constituted the 10th Plenary Session of our 3rd Congress Provincial Executive Committee (PEC) and was augmented by three district office bearers from each of our five districts in addition to district chairpersons and secretaries as ex officio members. Our National Lekgotla as the YCL of SA held November 2013 declared the year 2013 as the epoch marking year for political education and ideological training. The SACP declared the year 2013 as the year of the district. These two strategic themes are more relevant to us as the YCL of SA in Gauteng province. Based on the resulting tasks that we are facing, the need to build and strengthen the capacity of our PEC, the strategic objective of building a larger YCL of SA as a vanguard of all young people, and the urgency of advancing in dealing with the triple challenge of inequality, poverty and unemployment which affects mostly the working class youth, we have taken the following decisions with regards to organisational development. 1. The functions of Head of Secretariat and Organising, which were both handled by Kebarutile [uFasimba] Maria Mocha who we tragically lost to an untimely death in September 2012, have been separated with added responsibilities. 2. We appointed Mokgadi Lesoka as Head of Secretariat, responsible for internal coordination of the PEC and its affairs and communicating its decisions, working together with the Provincial Spokesperson. Mokgadi will also form part of our communications and media team and be a member of the Provincial Working Committee. 3. We appointed Regina Kgeroga as Head of Organising and Campaigns, responsible for coordinating the proper functioning of our lower structures and campaigns. Regina also serves in the District Executive Committee of the SACP in Vaal. 4. Both Mokgadi and Regina will work under the mentorship on our Head for Political Education and Ideological Training Donald Mothoa, who has the experience of national organiser and Head of Provincial Organising and Secretariat. The Secretariat as led by Provincial Secretary and Deputy Provincial Secretary will exercise oversight, management and monitoring. The three comrades will all form part of the Secretariat. 5. Lindiwe Mtshali has been appointed as Head of Gender Commission, replacing Regina Kgeroga who has been appointed Head of Organising and Campaigns. 6. Our separate commissions on basic and higher education and training have been combined into one Education Commission which we appointed Lerato Mabaso to head. 7. As part of the Youth Right to Work Campaign we established a Co-operatives Development Unit, thereby providing a dedicated focus to co-operatives development. We appointed the Deputy Provincial Secretary Takalani Mmengenito head the Co-operatives Development Unit. 8. For the same reason as above we established a Skills Revolution Unit, and appointed Thamsaqa Monaheng as head of the unit and Alex Mdakane, our Linda Jabane District Chairperson as Coordinator. 9. All Heads of Commissions and Units including those that have not been reorganised will henceforth form part of the Augmented Secretariat. 10. The Secretariat will in consultation with District Secretaries and the Provincial Working Committee appoint comrades from districts and branches on the basis of skill, dedication and proven track record who are not PEC members to serve in PEC commissions and units. This will contribute in strengthening the capacity of the PEC and building second layer leadership as part of political education and ideological training in terms of both theory and practice. 11. We co-opted Thabang Mokoena andKgaohelo Lesoka in the PEC to fill vacancies. Thabang is serving in our District Executive Committee in Linda Jabane District. Kgaohelo is the longest serving member of our District Executive Committee in Greater Tshwane District and among the few, longest serving District Executive Committee members in the province. We co-opted Themba Meso, who has been serving as ex-officio member of our PEC in his capacity as our Chairperson in Oupa Phasha District. None of the above-mentioned comrades are new in our leading structures as the YCL of SA. Veryimportantly, six of the nine appointed heads of commissions and units are highly capable females.
