Zille Delivers an Empty State of the Province Address


The SACP notes the Western Cape State of the Province
Address delivered by the premier today. We were treated to empty rhetoric which
is blind to, and distorts the real conditions of the poor in the townships,
informal settlements and rural parts of the Western Cape. 


The address was pro-middle class! Business interests are a
prominent and common tread throughout the speech. This is not surprising to us
as the DA advances and protects the interests of the rich at the expense of the
poor majority. Zille unashamedly believes that R70 per day is more than enough
for poor farm workers in De Dorns in the Hex River valley. Zille ignores the
reality that the Western Cape is the most unequal society with the high levels
of unemployment in the country. Her perverted philosophy of “better together”
is ignorant of the daily misery of the Black majority as victims of racism
which she has reintroduced in the Western Cape. 


As the SACP, we are not surprised but disappointed about
Zille’s dishonesty about the service delivery failures of her administration.
During the DA’s term of office there are rising levels of frustration amongst
the working class majority and huge number of service delivery protests attest
to the colossal failure of DA administration. Communities in Phillipi,
Khayelitsha, Mitchell’s Plain and Grabouw have been protesting against poor
service delivery including water, sanitation, access to education and housing
for a long time. 


Zille has failed dismally to meet the developmental needs of
the working class particularly housing. The SACP is not surprised that Zille
failed to even mention the victims of fire disaster in Khayelitsha who were
left homeless and destitute. The majority of the working class is confined to
shacks which are prone to floods and fire disasters and yet insults them by
ignoring their plight. 


The Premier proudly announces that her government has a
partnership with Clicks clinic where patients can access vaccines and
contraceptives BUT fails to answer the fundamental question about how many
Clicks clinics exist in the Black townships, informal settlements and rural
areas. This is a clear bias in favour of the elite and affluent middle class of
Rondebosch, Claremont etc. 


Zille’s speech was also marked by emphasis that in-migration
is a source of the problems in the Western Cape. Zille still lives in the
apartheid order where there were Group Areas legislation and forced removals.
The DA must accept that the current problems are not as a result of freedom of
movement by citizens of this country but are a direct result of her inability
to plan despite clear indications of patterns of population growth. 


Zille, yet again, openly exposed her disregard for the
Constitution. She wants to create the republic of the Western Cape by taking
over policing functions including the judiciary. As the SACP we reject the DA
sponsored Community Safety Bill and we applaud the Minister of Police for
opposing Zille’s commissions of enquiry as she does not have the competent
authority to do so.
