COSATU Mpumalanga’s expectations
from the State of The Province to be delivered by the Honourable Premier of
Mpumalanga D.D. Mabuza on the 01 March 2013

Mpumalanga
is amongst the most rural provinces in the country characterised by high levels
of poverty, unemployment and growing income inequalities.  

These
challenges require a radical and bold move towards changing the neo – colonial
structure of our economy.  

Against
this background the Congress of South African Trade Unions in Mpumalanga
expects the Honourable Premier of the Province to raise the following dramatic
interventions in his state of the Province address to be delivered on the 01
March 2013. 

On service
delivery

Despite
the 2012 SOPA commitments to improve access to water for our communities in the
province, a number of local municipalities like Albert Luthuli, Msukaligwa are 
still experiencing serious challenges regarding the supply of clean water.

We
therefore expect the SOPA to give an elaborate account on the implementation of
the 2012 SOPA commitments regarding this matter.

On the creation
of decent and sustainable jobs

It
is almost two years since the adoption of the Mpumalanga Economic Growth and
Development Plan (MEGDP), however the unemployment rate in the province is
still hovering at 27,7% which is higher than the national unemployment rate of
25,5%.

We
therefore expect the 2013 SOPA to give a clear account amongst others on the 
following
job creation projects.

·         Rehabilitation
of mined land
·         Job creation
through infrastructure development
·         Job creation
through cooperatives
·         Agro –
processing and beneficiations
 
On the fight
against crime and corruption

The
fight against crime and corruption is amongst the five manifesto priorities of
the ANC government
Crime
and corruption steels from the poor of the poorest and it reverse the gains of
government.
COSATU
therefore expects the SOPA to account on the following:-

·         How far is the
implementation of the Provincial Anti – corruption Strategy?
·         What measurers
have been put in place to curb of corruption and fraud in provincial
departments and municipalities?
 
On the delivery
of quality health care

Mpumalanga
is one of the provinces in the country with the high HIV prevalence rate.  
The
province’s HIV prevalence’s rate is at 35, 1% which is the second highest in
the country.  
The
province is faced with the challenge of the shortage of health professionals.

Against
this background COSATU expects the SOPA to give an elaborate progress on
amongst others the following:-

·         Improvements
of Health Infrastructure in the province.
·         Implementation
of the National Health Insurance (NHI)
·         Programmes to
reduce the scourge of HIV/AIDS in the province.
 
On land and
agrarian reform

Mpumalanga
is mostly a rural province where access to land has the potential to stimulate
the socio – economic status of the people.

COSATU
therefore expects the SOPA to provide progress done on among others the
following:-

·         Progress done
on land reform and restitution
·         Progress done
on comprehensive Rural Development Programme (CRDP)
·         Skills
provision to the beneficiaries of the land restitution and redistribution to be
able to tilt and cultivate their land to full production.
