YCLSA Western Cape 3rd YCLSA Western Cape Provincial Congress Declaration April 9, 2013 Whereas, we the united delegates to the 3rd Provincial Congress of the Young Communist League of the Western Cape, gathered here at the Bergrivier Primary School in the Boland District from the 5th to 7th April 2013, under the theme “Building a Strong and Vibrant Organisation towards a Classless Society”. Proud and impressed by the unity and growth of the YCL in the province since re-establishment, and by the interest that young people continue to show in our organization and struggle for communism, Impressed by the number of young women and youth from all races that are swelling the ranks of our organization, both within the general membership, and in all of the leadership structures of the organization, believe that this augers well in advancing the struggles for women emancipation and gender transformation, further entrenching non-racism that we are committed to. This growing interest in the YCLSA Western Cape comes against the failures of the neo-liberal policies(GEAR, ASGISA and all World Bank/IMF Structural Adjustment Policies in general imposed on developing countries, especially in Africa) implemented by the 1996 class project. It also comes against the growing dissatisfaction against the racist DA-led government which seeks to segregate and our communities, With contempt, the YCLSA in the Western Cape has noted the DA’s thirst for control in all economic activities within the province. The taxi industry has yet again been targeted, with the “amaphela” taxi’s looming regulation. All this happens when MyCiti buses are operating at losses amounting to millions, yet they are off the hook, as they serve affluent suburbs; Gangsterism, crime, substance and drug abuse have become major challenges that the youth of the province are grappling with and they do not get the necessary attention from DA-led provincial administration, While the entire nation grapples with mammoth challenge of youth unemployment, the challenge is peculiar in the Western Cape as it is racialised with certain racial groupings getting preference than others, Conscious of these challenges that are facing young people in our province, and young people elsewhere in the world but most significantly young people on the continent of Africa, aware that the DA-led government does not harbour the interests of young people, The inadequate support that the DA-led provincial government gives to the Provincial NYDA board has not gone unnoticed and is a thorn in the flesh of all those who want to see the youth development agenda mainstreamed in all spheres of government, We have taken note of the DA’s allegiance towards farmers and other captains of white monopoly capital. Having also witnessed the arbitrary closure of schools across the province, particularly in rural communities; inadequate delivery of houses to the poor, with the DA failing to meet its modest targets; Committed, to the fight against the re-emergence of the 1996 class project and the capitalist system in general towards the creation of a socialist society where all citizens shall enjoy equal access to basic human and social needs, where exploitation and oppression shall be a phenomenon of the past. We recommit ourselves to wage a relentless struggle towards realising the YCLs 10 Youth Demands towards 2015. We also commit ourselves to the anti-capitalist radical forms around which we shall mobilise the youth. Amongst other campaigns shall include the struggle to fight drug abuse, teenage pregnancy, oppression of farmworkers, to expose the DA for what it stands for, for free education, socialisation of the key economic resources such as mines, banks, land, and the formation of Cooperatives in creating and strengthening local economies ( especially in fishing, textile and farming) in creating wider equitable employment for the youth of the Western Cape We commit to fight against patriarchy, and as the YCL of the vanguard of the Working Class, the SACP, strive for equality. Traditional and cultural values have to a larger extent been stagnant in eradicating the triple oppression females. Ours is to transform and empower society, with youth being at the centre, through practical programs that would rally youth behind our banner. We emerge with serious determination; and Declare, that we will further build the organization; we will continue to make a positive contribution towards the building of the SACP (as we draw political guidance from the Party), Progressive Youth Alliance and the broadermass democratic movement; we will build members of the YCL to become the most advanced detachment of youthin the province; we will build dynamic, existing, vibrant and campaigning branches, districts and the province; we will advance the struggle against the tenderisation of the state, blood money determining the course of our National Democratic Revolution through tenderpreneurs. We will continue to wage a relentless struggle against imperialism and global oppression whenever, wherever and however these phenomenon manifest themselves; we will remain resolute on our conviction that human solidarity remains the cornerstone for a just and peaceful world.
