*YCLSA Limpopo Press Statement * June 10, 2013
***Statement of the 1st Provincial Council of the 4th Provincial Congress of the YCLSA Limpopo.* **The Young Communist League of South Africa [uFasimba] brought together 308 delegates from all five Districts of Limpopo Province in the 1stprovincial Council of the 4 th provincial Congress of YCLSA Limpopo on the 09 June 2013 at Thohoyandou City Hall. The Provincial Council was graced by National Committee members, COSATU PEC, SACP PEC, SASCO PEC, COSAS PEC and SANACO Limpopo. *ANCYL AND 2014 Elections* The Provincial Council note the disbandment of the ANCYL in the province and resolved that the YCLSA Limpopo must occupy the space created by this vacuum. The YCLSA in the Province must be at the centre of youth development and empowerment of young people. It encapsulates the critical role that all YCLSA structures should play in Limpopo in ensuring that the ANC wins the 2014 general elections with overwhelming majority. As the YCLSA and the PYA we need to be vigilant enough in closing the space for manipulation of Young people by counterrevolutionary organization such DA, and AGANG with an intension to steal the 8 million votes of the youth who are expected to go to the polls in next year’s general elections. *NYDA* The Council resolved that the appointment of NYDA board should be fast tracked in provinces and Limpopo Province in particular. The void created by the absence of governance in NYDA is causing a delay in the search for solutions to the challenges of young with unemployment are the major cause of concern. NYDA is best positioned to be vehicle in addressing developmental challenges of young people. Addressing the triple challenges of unemployment, poverty and inequality amongst young people, will be greatest gift we would have given to the martyrs of 1976 who stood firm and fought against apartheid neo-liberal policies. *SAYC* The YCLSA Limpopo distances itself from the South African Youth Council Provincial Conference. This is due to the fact that there were processes and procedures that were not followed in the conference. The Provincial Council resolved that the leadership of YCLSA Limpopo should not in any way associate themselves with any programs and activities of the SAYC Limpopo because they legitimised NGO’s at the expense of the PYA structures in terms leadership. We understand that SAYC is a civic society organisation that should play a critical role in the society and therefore as the PYA we are advancing the National Democratic Revolution. *Youth Unemployment* The council resolved that the YCLSA must undertake a consistent and sustainable intervention in the creation of employment of young people in the province. This will done by interacting with strategic sectors that contribute meaningfully in the mainstream of the economy in the province such as Agriculture, business and mining. We have resolved that young people should be encouraged to form co-operatives in order to address skills shortage and create employment. We have launched a campaign called “One Ward, One functional Co-Operative” that will be steered by the PEC of the YCLSA. SANACO Limpopo has committed itself to support the YCLSA to make this campaign a success. We noted the signing of the Youth Employment Accord as the major leap in curbing the challenge of unemployment in South Africa. *Initiation schools* The council noted with concern the death of young people in the initiation schools in Limpopo and Mpumalanga. We demand that those who are operating initiation schools without approval by the Department of Health, and GOGTA should be arrested with immediate effect and charged with murder if any of the initiate died. We cannot keep quite while the majority young people are dying, because the youth is the future of this country. We also condemn the opening of initiation schools during this critical moment where learners are sitting for their mid-year examination. *Land question* On the land question, on the 20th June 2013, we mark exactly the 100 years since the brutal native land act was enacted. The council noted the slow pace of land reform in South Africa. Only less than 10% farmland was redistributed to black people. We appreciate the formulation of Restitution Rights Bill. The act will allow those who failed to claim their land before cut-off date in 1998. The act will also allow people to re-claim their heritage rights. ***NDP * The provincial Council welcomed the discussion document of the SACP titled “Let’s not monumentalise the National Development Plan”. The Provincial Council noted that the NDP is not and end in itself but a dynamic policy that needs to be sharpened and updated at all times. This should not be used to divide the MDM structures, but it should seek to create a platform for robust engagements of the developmental agenda of South Africa. *Removal of the Premier * We want to make a clarion call to the president of the country Cde Jacob Zuma to remove Cassel Mathale and his cabinet as a matter of urgency. He has demonstrated beyond reasonable doubt and without failure his incapacity to address the plight of our people. One classical example noted by the Provincial council is the inability of the Limpopo Education Department to deliver text books and other study materials to schools on time because even now there are number of schools that have not received all the materials.
