*YCLSA Provincial Committee Statement*



The Young Communist League of South Africa [uFasimba] in Gauteng convened
yesterday, 22 September in a special Plenary Session of the Provincial
Committee to discuss pertinent organisational matters. This meeting
constituted the 13th Plenary Session of the 3rd YCLSA Gauteng Provincial
Committee, and took place on a date that will forever be sadly remembered
since 2012 in the history of the YCLSA.



It in the early hours of 22 September 2012 when comrades Maria “uFasimba”
Kebarutile Mochaka and Kaelo Chemist Khumalo died in a tragic motor vehicle
accident in North West province just outside Lichtenburg in the local area
of Biesiesvlei. These fellow fighters were on their way travelling with
other comrades to attend the burial of former YCLSA Deputy National
Secretary Comrade Mike Mokhutshane who the YCLSA lost during this month
September 2012.



Maria served as the Provincial Treasurer and at the time of her untimely
death she was serving as Head of Secretariat and Organising for the YCLSA
in Gauteng whilst Chemist was working in the Media Unit of the South
African Communist Party (SACP) at the Head Quarters. The Provincial
Committee meeting was characterised by the memories of the loss that the
YCLSA and SACP suffered on 22 September 2012, marking the 1st anniversary
of these two revolutionaries who dedicated their lives to the national
democratic revolution and the struggle for socialism. Their contribution
serves as one of the invaluable units of encouragement and a guide as we
soldier on with the struggle.



*The Provincial Secretary relinquished the position*



The Provincial Committee formally considered the relinquishing of the
position of the Provincial Secretary on a permanent basis by comrade Alex
Mashilo. Comrade Alex served in the Provincial Committee since the
re-establishment of the YCLSA in Gauteng, since August 2008 till yesterday
he served as the Provincial Secretary, a function he combined with that of
the Deputy National Secretary since November 2012. From August 2008 his
roles in the YCLSA were coupled with the responsibilities of serving as a
member of both the provincial executive and working committees of the SACP
in Gauteng.



Although comrade Alex had the option of serving in the Provincial Committee
until January 2014, he believed the Provincial Committee is capable and has
sufficient leadership capacity to carry the functions and responsibilities
of the Provincial Secretary and that it was time to focus on his duties as
the YCLSA Deputy National Secretary and other full time functions in the
working class movement as a professional revolutionary. Accepting this
perspective the Provincial Committee thanked comrade Alex for the
contribution he has made since 2005 when he was first elected in its
leadership ranks.



The Provincial Committee affirmed the centrality of the YCLSA Constitution
as what shall happen. Accordingly, henceforth the duties of the Provincial
Secretary shall be performed by the Provincial Chairperson and to the
extent not available for the duties then the Provincial Treasurer, followed
by the Provincial Deputy Secretary and the Provincial Deputy Chairperson.
Calibrated according to the 2nd Provincial Congress held in August 2008 and
the 3rd Provincial Congress held in November 2011 the YCLSA in Gauteng
should convene a Provincial Congress between August and November 2014. This
congress shall elect leadership, and before then any other matters shall be
handled in accordance with the provisions of the YCLSA Constitution at an
appropriate time.



The Provincial Committee resolved that the focus of the organisation must
be placed on mobilising for an overwhelming electoral victory of the
African National Congress as the leading organisation of our alliance and
the national liberation movement, and in building the YCLSA in the province
stronger and mightier against the tasks it faces. The Provincial Committee
reaffirmed the following key pillars as the cardinal points of the YCLSA
programme in Gauteng.



1.    Take forward YCLSA programme and campaigns, political education and
ideological training on a more intensified basis.

2.    As part of our anti-capitalist programme and the struggle for
socialism, heighten the battle against elitist groupings in all spheres of
struggle, and associated with this task, combat opportunism by elements who
seek to appease elitist groupings in return for prospective patronage.

3.    Advance, deepen, defend and take responsibility for the national
democratic revolution and in it systematically develop the leadership of
Marxism-Leninism among young people and lead them to pursue youth
development.

4.    Intensify struggle, engage in and orientate mass mobilisations
against the entire system of capitalism and decisively confront the
capitalist class as the primary opponent of our revolution and a better
life for all.

5.    Defend the SACP and its leadership and rally young people behind its
programmes and policies.

6.    Build a strong Progressive Youth Alliance.
