COSATU Free State, 20 February 2014 COSATU Free State PEC Statement Context We the members of the properly constituted COSATU Free State Provincial Executive as outlined in paragraph 7.2, of the COSATU Constitution, at the conclusion of a highly successful PEC meeting held on February 20, 2014 hereby make known the following key PEC decisions with this statement. The PEC has resolved that the Provincial Office Bearers collective are the only fully mandated collective who have authority to communicate the issues of the Federation in the Province which the Provincial Congress and the Provincial Executive Committee pronounces on from time to time. Socio Economic We congratulate the class of 2013 on their outstanding performance. We congratulate the members of SADTU who have worked hard during all the schooling years at various levels of the Cass of 2013. We further acknowledge the role played by the members of both NEHAWU and SASAWU who have played a supporting role for the education of our children. We are further encouraged by the apparent improvement in the results from the public schools and feel vindicated that Public Services should remain public and that even public institutions can render quality education. We reaffirm our commitment to the successful and prompt implementation of the NHI as espoused in the 2014 elections manifesto. Organizational Issues The PEC has received a report from NEHAWU about the current camouflaged outsourcing of the Emergency Medical Services in the province. We have been shocked by the costs associated with this process. What we find unacceptable is the fact that the private company is rendering a service where there are public servants who are better qualified and are paid by the state to render that service. The PEC has blessed the Program of Action adopted by NEHAWU in this regard and would be mobilizing affiliates to support the action. We remain resolute to fight against privatisation in whichever form and by far these is one form of a camouflaged privatization and we will meet it with the full might of the Federation to crush it! We appreciate the efforts that have been employed to unlock the dispute in G4S on the unfair dismissals of POPCRU members to the effect that 215 workers have been re-instated and 88 are still remaining outside of employment. We support and would fight with POPCRU side by side to ensure that all the workers are re-instated. We remain resolute in condemning the privatisation of our essential services like correctional services and oppose the commodification of that special service, correctional services must remain public. We have received the SCEC report on various matters and remain resolute that the matters dealt with there are at the correct platform and being dealt with by duly mandated CEC members. We would therefore give the CEC space to deal with the issues to the best of its ability. We accept and acknowledge that it is beyond our powers to even pronounce on a single matter emanating from the SCEC. We would therefore desist from doing so and urge everyone else to do so! We have adopted a program and a year planner for 2014 as informed by the 2014 National priorities which would seek to strengthen our organization. We have also adopted a program that would see to the revival of the gender structure in province, in affiliates and in all the Federation locals. Political Issues The theory of our struggle confirms to us that our Provincial Congress resolution to support the ANC in the forthcoming General Elections is correct and we commit ourselves to work side by side with our Alliance partners as well as their leagues to deliver a decisive 85% majority for the elections. We accept the manifesto and its contents especially because the Federation was part of the process that produced this progressive document which seeks to address the challenges faced by our country. We would be celebrating the 20 years of Freedom at the Worker's Day Rally on May 01, 2014 at Kroonstad. We are convinced that a lot of progress has been recorded since freedom to better the lives of our people, we acknowledge on the same breath that more still needs to be done to achieve a better life for all. We continue to enjoy cooperation and cordial revolutionary relations with the ANC and the SACP at provincial level. We have thus committed ourselves to cascade the relations to the Regional and Local level in order to ensure that the relations between the structures are experienced at all levels. International Issues We would be convening a meeting with our sister Federations in Lesotho in order to work towards the strengthening of our international relations and to do our bit in promoting the worker's rights in our neighbouring country especially after the noted capital flight of factories from the former homelands to Lesotho over the recent years. In conclusion We have setup and are now operating a well oiled elections machinery which would ensure that we speak to our members and the voters in general to turn up for voting on May 07, 2014 and in their votes we are encouraging them to vote for the ANC.
