Statement on the State of the Province Address

 

 

The SACP in the Eastern Cape welcomed the refreshing State of the Province
Address (SOPA) delivered by Premier Phumulo Masualle in his maiden address
post the general elections. The speech responded to the concerns and
aspirations of our people, which they have clearly communicated during the
election campaign.

 

The SACP welcomed the commitment made by the Premier to deal with the triple
challenge of poverty, unemployment and inequality through amongst other
interventions the re-industrialization of our province, building its
manufacturing capacity, infrastructure development and the allocation of 50%
in the procurement processes to co-operatives and small businesses.

 

Health

 

We appreciate the allocation of R1.7 billion during the 2014 Medium Term
Expenditure Framework (MTEF) to infrastructure roll out of the National
Health Insurance (NHI) in the OR Tambo district and other regions. We are of
the view that this will set the basis for an improved public healthcare
system that our province needs. The commitment by the premier to provide 167
new ambulances and three helicopters during this financial year will help in
meeting the challenges faced by the people of the Eastern Cape.

 

The SACP welcomed the commitment to strengthen monitoring of the six core
standards in all the provincial healthcare facilities. It is important to
have healthcare facilities with reduced waiting times, available drugs,
infection  control and prevention, improved staff attitudes and better
security as basis for effective service to our people.

 

We are calling for the centralisation of the emergency services; the
ambulance services must be taken to district hospitals to fasten the
response time.

 

Other matters

 

The commitment by the Premier to provide support to municipalities in the
province for accelerated service delivery is much appreciated. It is
important for this fifth administration to resolve the challenges at the
local government level of the state.

 

We fully support the commitment to be more decisive in our fight against
corruption. The unambiguous call by the premier for all public office
bearers and government officials facing serious fraud and corruption charges
to be relieved of their duties until finalization of the investigations
serves as a basis for clean governance to respond to the needs and
aspirations of the people without any undue delay.

 

This SOPA is consistent with the ANC election manifesto as it has
prioritised the seven strategic areas over the next five years, which are:

 

-   transforming the economy to create jobs and decent work,

 

-   rural development and food security,

 

-   quality education,

 

-   better healthcare for all,

 

-   fighting crime and corruption,

 

-   integrated human and good settlements and building cohesive communities,

 

-   strengthening developmental state and good governance.

 

We commit ourselves to work with premier Masualle and all progressive organs
to ensure the realisation of what is envisaged in the State of Province
Address.
