PEC statement

 

 

The 5th Plenary Session of the 7th Western Cape Congress Provincial
Executive Committee (PEC) met on 6 September 2014 at the SACP Provincial
Offices in Athlone, Cape Town. The meeting engaged on amongst others on the
imperative of reclaiming our communities; the character of
counter-revolutionary forces; supporting state institutions; promoting
comprehensive social security; and community formations.

 

Reclaiming our communities

 

The PEC welcomed the Central Committee determination to hold its meetings
within communities in order to interact with them during or after such
meetings, and the directive for provinces to follow the example.

 

As a further strategy to reclaim our communities the PEC will intensify the
deployment of Red-Brigades and intensify our Know Your Neighbourhood
Campaign.

 

The PEC called on all members of the SACP in the province to meaningfully
participate in the Integrated Development Planning processes to foster
working class hegemony in ward allocations and, above all, the interests of
the working class and poor communities.

 

The PEC called upon the Cabinet to strengthen communication of programmes to
be executed within the Western Cape Province so as to enhance participation
by organs of people's power.

 

The character of counter-revolutionary forces

 

The PEC noted that, the road to the 2014 General Election was marked by
several counter-revolutionary manoeuvres masquerading as the champions of
the poor, and grandstanding in desperate attempts to win votes.

 

The post-election has seen these pseudo-revolutionary groupings hoarding the
public domain with utterances that amount to empty commotion which is
disdainful and dogmatic. These surrogates of capital have paraded themselves
in red overalls and blue garb in legislatures, and seek to subvert the
overwhelming mandate of our people.

 

The potential damage which these forces can cause can only be effectively
averted through correct characterisation and action.

 

The PEC called resolved to request the Central Committee to prepare a
discussion document on the character of these forces, their essential
content and links. This should enhance the defence of our liberation
Alliance and revolution against the onslaught by the counter-revolutionaries
and their surrogates.

 

Supporting state institutions

 

Parliament is the people's tribune, and as part of the state, it is a pillar
of the National Democratic Revolution to achieve the overhaul transformation
of South Africa from the history of the past, colonial and apartheid eras,
to a fully-fledged national democratic society based on the principals of
united, non-racial, non-sexist and democratic society, to a socialist
transition. Therefore Parliamentarians should take up the concerns of our
people, hold the executive to account, and pass legislation in a manner
consistent with the mandate given by of our people.

 

Thus the rules, orders, and conventions of Parliament should accord with the
ethos of the majority of our people.

 

The PEC called for the overhaul of the rules and orders of Parliament to
facilitate the creation of a truly activist South African Parliament.

 

Comprehensive social security

 

The incorrect comprehension of the purpose of the pensioned fund legislation
amendments eventuated in the unfortunate consequence of some sections of the
workers cashing their pension fund reserves by resignation to "avert
forfeiting a large portion of such funds to government".

 

This situation once more strengthens the call for government to implement a
comprehensive social security system.

 

The PEC called for a road show by the government to explain the purpose of
the pension fund amendments to workers.

 

The PEC further called for measures to protect those workers who have
already tendered their resignation and cashed their pensions from the harsh
consequences of their actions, including lack of job security.

 

The PEC called on the Public Investment Corporation to invest more in
infrastructure development and production than in the speculative financial
sector and markets, so as to enhance job creation, skills development and
economic transformation.

 

The PEC also called for the fast-tracking of National Health Insurance
implementation to benefit the working class and poor not the private health
industry.

 

Community formations

 

The PEC resolved to continue to work with all genuine community formations
that aim at improving the conditions and lives of the working class.

 

Thus the PEC believes that, community formations should focus on community
related matters and pursue their solutions lawfully, with the respect for
the people, and protection of those who are vulnerable.

 

Thus the PEC wishes to emphasise and put it categorical we will not continue
to have relations with any formations, whatever their name, that conduct
themselves in a manner that undermines Alliance leaders in the province and
impairs the integrity of the ANC.
