President Zuma Appoints New BEE Advisory Council

 

 

President Jacob Zuma has, in terms of section 6 of the Broad-Based Black
Economic Empowerment Council Act of 2003, appointed new members of the
Presidential Black Economic Empowerment (BEE) Advisory Council.

 

The President appointed the following new members to the Council:

 

Dr Rob Davies, the Minister of Trade and Industry.

 

Ms Susan Shabangu, the Minister in the Presidency responsible for the Women
portfolio.

 

Ms Mildred Oliphant, the Minister of Labour.

 

Mr Thembelani "Thulas" Nxesi, the Minister of Public Works.

 

Ms Zingiswa Losi, the Second Deputy President of the Congress of South
African Trade Unions.

 

Ms Tantaswa Fubu, the President of the Association for the Advancement of
Black Accountants of South Africa.

 

Mr Puleng Tsebe, the Deputy Chairperson of Disabled People South Africa.

 

Mr Sandile Zungu, the Vice-President of the Black Business Council.

 

Mr Clive Manci, member of the Board of Business Unity South Africa.

 

Professor Eltie Links, the Chair of Doing Business in Africa at the
Stellenbosch Graduate School of Business, University of Stellenbosch.

 

Ms Chantyl Mulder, the Senior Executive for Professional Development and
Transformation at the South African Institute of Chartered Accountants.

 

Mr Lefadi Makibinyane, the Chief Executive Officer of the Council for
Consulting Engineers South Africa.

 

Dr Thami Mazwai, Executive Chairman of Mtiya Dynamics, an enterprise
development advisory company, and former Head of the University of
Johannesburg's Small Business Development Centre

 

Mr Yershen Pillay, Chairperson of the National Youth Development Agency.

 

Ms Sankie Mthembi-Mahanyele, former Minister of Housing and Chairperson of
the Central Energy Fund.

 

Mr Mike Mlengana, the President of the African Farmers Association of South
Africa.

 

Ms Zinhle Cele, the Deputy Secretary General of the Progressive
Professionals Forum.

 

Ms Koko Khumalo, the Deputy President of the Black Management Forum.

 

Ms Caroline Magadla, the Treasurer General of the South African National
Apex Cooperative (SANACO).

 

The Directors-General of the Departments reporting to the Ministers serving
on the Council will serve as alternate members of the Council.

 

The Advisory Council provides guidance and overall monitoring of the broad
based black economic empowerment (BBBEE) performance in the economy with a
view to make policy recommendations to address challenges in the
implementation of the policy.

 

Its primary functions include:

 

-   Advising government on the B-BBEE

 

-   Reviewing progress in achieving B-BBEE

 

-   Advising on codes of good practice including the sector codes which the
Minister of Trade and Industry publishes under section 9 (5) of the B-BBEE
Act

 

-   Advising on the development, amendment or replacement of the B-BBEE
strategy

If requested, advising on draft transformation charters, and

 

-   Facilitating partnerships between organs of state and private sector
that will advance the objectives of the B-BBEE Act

 

President Zuma wishes to thank all the outgoing members of the BEE Advisory
Council and wishes them well in their future endeavours.

 

"The outgoing Council has made significant strides during its term of office
including the review of the black economic empowerment legislation which led
to the enactment of the Broad-Based BEE Amendment Act as well as the
alignment of the B-BBEE legislation with the preferential procurement
legislation," said President Zuma.

 

"We also appreciate the work done by the outgoing inaugural council in
promoting the development of the black industrialists concept and programme.
Their contribution in this area has laid a firm foundation for the next
advisory council," he said.

 

President Zuma wishes the new members all the best in their new
responsibilities.
