YCLSA Press Release, 9 December 2014 YCLSA Pre-Congress Statement The Young Communist League of South Africa [uFasimba] will convene its 4th National Congress starting tomorrow [December 10] and will end on Sunday [December 14]. The Congress is held under the theme 'Intensifying Youth Mobilisation for Socialism' The Congress will be attended more than 1000 branch delegates representing 58 Districts drawn from all nine provinces of the country. Provinces will be represented as follows: . Gauteng 64 Delegates . Free State 64 Delegates . Kwazulu-Natal 136 Delegates . Mpumalanga 56 Delegates . Limpopo 144 Delegates . Eastern Cape 136 Delegates . Western Cape 80 Delegates . Northern Cape 56 Delegates . North West 64 Delegates The rest of the delegation will be made up with 116 delegates from District Committees (DC) and 45 from Provincial Committees (PC). The National Committee (NC) completes the list of voting delegates with 25 delegates. For the past couple of months we have been preparing for this august meeting of young communist for all corners of South Africa. The Congress will relook the progress made since our 3rd National Congress in 2010 and map a way forward for the next four years. Part of Congress proceedings will be to elect a new National Committee which will lead and implement resolutions of this up and coming congress. Logistical Preparations We are ready to host a successful congress and to ensure that we come out with progressive resolutions that will bring betterment to the lives of young people in our country. All logistics are in place to ensure that the Congress runs smoothly without any hindrances. The Congress will be held at the Great Hall at the University of the Western Cape. Media briefings will be held at the SRC boardroom. It is all systems go for the YCLSA 4th National Congress. Programme of the Congress The programme of the Congress will commence tomorrow [December 10] and all Congress proceedings will take place at the University of the Western Cape [Bellville Campus]. Tomorrow we will begin with registration of Delegates, guest, fraternal organisations, international guest and members of the media. The Congress will be officially opened tomorrow at 4pm. Fraternal organisations [ANCYL, SASCO, COSAS BDS-SA and International left leaning organisations] will give messages of to the YCLSA. Open session for members of the media include the following: a. Presentation of the Political Report by the National Secretary Cde Buti Manamela [Thursday, December 11] b. Speech by the General Secretary of the South African Communist Party [SACP] Cde Blade Nzimande [Thursday 11] c. Awarding Cde Norman Levy, the stalwart of the YCL who is a resident of Cape Town, a lifetime membership award of the YCL on Thursday d. Speech by President of COSATU Cde Sdumo Dlamini [Friday 12] e. Speech by President of the ANC Cde Jacob Zuma [Friday 12] Commissions/Outcomes/Expectations As the YCLSA we are aiming for this Congress to address critical socio-economic issues that affected the working class and the poor especially young people. It should be able to uproot solutions that will be decisively deal with the social ills that torment the proletariat. Area of focus have been developed that will zoom into issues that we feel that areas of concerns. Some of discussions will focus on the following: a. A new approach to Youth Development in the second, more radical phase of the National Democratic Revolution b. Political and Strategic Tasks of the YCLSA: Radical Transformation and the new deal for youth c. A programmatic campaign that will look at putting together building blocks for socialism d. A programme of action that will be undertaken in the next four years Members of the media will be briefed at all times for new developments and when our daily media briefings will take place. They are also requested to register for accreditations so that they can be allowed to access the plenary hall during open sessions. A post-Congress Press Conference by the new leadership will be convened on Sunday to communicate the outcomes of Congress.
