Teachers shouldn't get pay rise, says AG Peter Ng'etich, The Star, Nairobi, 24 February 2015 Attorney General Githu Muigai yesterday said teachers should not get a salary increase as the move will ruin the economy. The AG in an affidavit sworn by Stella Munyi said his office has written to the National Treasury recommending that salaries for the 288,000 teachers remain unchanged. The lowest paid teacher at the moment earns a basic salary of Sh16,692. Teachers want an increase to about Sh58,863 a month. In a memorandum filed last month, Kenya National Union of Teachers and the Kenya Union of Post Primary Education Teachers proposed that a chief principal's salary be increased from Sh94,235 to Sh282,705. Besides the position of a chief principal, the two unions want two new job groups created for persons who will earn a minimum of Sh333,705 and a maximum of Sh383,705 for the highest grade. The AG, who is the second interested party in the teachers case, said the technical report by Treasury should be adopted. Knut and Kuppet are the respondents while Salaries and Remuneration Commission is the first interested party. The report signed by National Treasury PS Kamau Thugge said the current ratio of expenditure is 52 per cent which is too expensive for the common man. He said the ratio should not be more than 35 per cent so that living standards for future generations are safeguarded. The PS said for every Sh100 collected as tax, Sh52 goes to the payment of salaries and allowances to civil servants. He said the figure has already exceeded the recommended World Bank threshold of 35 per cent. "Any adjustment to salaries and allowances will worsen the already bad situation as there will be no money for development," Thugge said. He said increasing salaries for civil servants will lead to increase in value added tax from the current 16 per cent to 84 per cent.
