*Re-Engineering our country’s economic development in a more organised way
is more critical at this point*

It is in era such as this one that marked two decades since we achieved our
democracy where our people are required to look back and assess checks and
balances for the youth development in the country entirely.

Where we are currently as a country we seats at 68% youth population which
simply reflect how significant young people are to our country’s economy.
It is for reasons such as these ones that I call for the full involvement
of young people in building a reliable economic system responsible for
employment creation as one of major challenges facing young people in the
country.

A pain of unemployment, inequality and poverty has been inflicted to us by
apartheid government in their quest to submerge black people as
subordinates of their factories and industries. It is as a result of this
inflicted pain that our people remain under atypical and precarious form of
work as a way of capitalist cutting costs whilst they continue to maximise
profit for themselves.

One would like to take this opportunity to commend the government’s
intention of beginning with a marathon of taking young people very serious
by involving us in the decision making process and advising government
committees on issues of youth development. The inaugural decision of
launching the Presidential Youth Working Group is a much more long awaited
decision and in my view it will enable all our sectors of government to
pick immediate frustrations facing young people with an aim to change them.

*Call for the Private Sector to play their part as per their commitment in
Youth Employment Accord*

It is almost two years and couple since the Youth Employment Accord has
been signed by stakeholders with an aim of pushing for positive results in
job creation. Until now there is nothing positive registered by the private
sector in as much as there is a work commitment with them to expand the
intake of young people, with targeted youth support and incentives approved
by all constituencies. This shall serve as our premise as the Presidential
Working Group to directly confront the private sector to play its part as
per the agreement.



A review for the Youth Employment Accord shall be made central to look at
areas of possible improvements to compel all stakeholders to act as per the
agreement. There should be regulative measures used to assess and monitor
the stakeholders’ compliance of with resolutions made to cater particular
interests.

It is my view that as and when we try to foster for the implementation of
the National Youth Policy we also need to enforce that other policy
commitments such as the Youth Employment Accord shall be implemented
without fail and all stakeholders shall uphold their commitments thereof

I must highly acknowledge the proposal by some Deputy Ministers for the
adoption of early childhood Co-operative and entrepreneurial education to
be made a priority from all sphere of government at an earliest stage and
that this should form part of the curriculum of the basic education.



*Policies, Legislations, Regulations and Constitutional Education shall be
a priority*

   -

   Policies should not take too long before cascading down for
   implementation
   -

   Community shall receive consistent education about policies for them to
   be able to abide by them
   -

   Policy implementation shall be integrated from all sphere of government
   to avoid policies passing each other without co0rdination.
   -

   All legislative framework that support and governs development shall be
   induced to the people more regularly

 The Presidential Youth Working Group shall be considered highly more
different to many other working groups that existed before. This shall be
on the basis of our contribution as young people accompanied with full
experience and capacity.

I would like to commend the Presidency and the team of Deputy Ministers who
took part of the inaugural activity for the launch of Presidential Youth
Working Group and also for their reflection on the apex areas of youth
development and involvement.

All these initiations are buttressed by work streams as follows;

   -

   Economic Participation and Transformation
   -

   Education, Skills and Second Chances
   -

   Health Care and Combating Substance Abuse
   -

   Nation Building and Social Cohesion, and
   -

   Effective and Responsive Youth Development Institutions

My view is that all these work streams are going to operate as think
tankers for the general development affecting young people in the country
and that more research and benchmarking will be highly required to assess
the movement of young people in South Africa to provide possible solutions
to the problems facing the youth in our country.
