SADTU in North West Province threatens strike over non-payment of temporary
teachers' salaries

The South African Democratic Teachers' Union (SADTU) in the North West
Province has threatened to go on strike if the provincial department of
education does not pay the salaries of temporary teachers.

Hundreds of temporary teachers have not received their salaries in the
province, some since the beginning of the year while others get half of
their wages.

The non-payment of the temporary educators is spread across all the six
regions in the province.

The Union's Provincial Executive Committee, at its meeting on 12 June 2015,
took a decision to embark on an industrial action in July in order to
express its discontent over the non-payment of salaries.

The provincial executive has, many a time, tried to engage with the
department but their attempts have been met with arrogance and insensitivity
from Departmental officials.

In April this year, the entire Provincial Executive Committee staged a
36-hour sit-in at the Department's offices when a scheduled meeting with the
Head of Department Itumeleng Molale could not materialise. When the SADTU
delegates arrived for the meeting, they were told the Head of Department was
attending a meeting in Durban.

Such high handed behaviour from the department is causing untold damage on
the delivery of quality education in the province.

The Post Provisioning Model in the province is flawed and designed to have
as fewer posts as possible. It robs the learners of teachers and increases
the load on the already heavily burdened educators.

Office Based employees work like slaves because the filling of some office
based posts have been frozen. This sabotages delivery and impacts negatively
on all spheres of the department.

What aggravates the whole situation is the recently released Departmental
Circular No 18 of 2015 that calls for the co-management through Treasury.
This circular delays the appointment of educators as the Education
Department has to go through Treasury before effecting any appointment.

We call on the Department to step down from its high horse and do what is
morally and legally correct. We care for the future of this country which
lies in quality education for our learners.
