ANC targets 70% N. Cape win

Councillors told to aim to control all municipalities

The ANC in the Northern Cape has set itself a target of 70% in next year's
local government elections.

Speaking to the more than 300 ANC councillors who attended the Northern Cape
local government summit yesterday, the party's provincial secretary, Zamani
Saul, said achieving 70 % meant that the party would be in charge of all the
municipalities in the province.

Among those attending the summit were Deputy President Cyril Ramaphosa,
Premier Sylvia Lucas and ANC provincial chairperson John Block.

"We are left with less than 10 months before the local government elections.
When we wake up after the day of elections we should be in charge of all the
municipalities," Saul said.

"This summit was called because this is a critical moment, the last lap
before local government elections. We need you to bring all the energy to
this cause."

About 545 delegates from all the five regions in the province, including
municipal managers, heads of ministries, members of the provincial
legislature and key managers in the provincial government attended.

Saul said the provincial executive committee had agreed on the tactics to be
implemented to achieve the 70%. A high powered task team would be appointed
to be the permanent alert for effective intervention as and when the need
arose.

The voter management system will also be enhanced on an ongoing basis so
that all data obtained using the house sheets could be analysed to acquire
accurate information, especially regarding service delivery and other
related matters.

"The street coordinator system will be effected to track all voters in these
municipalities to ensure that all ANC supporters go to vote. The political
leadership of the province will engage in meaningful and ongoing visibility
campaigns in areas where we deem ourselves vulnerable. This will bring about
a sense of belonging," Saul said.

He said a vigorous campaign must be embarked upon to register new and
unregistered voters.

"Structured and well-coordinated house visits must be undertaken by the
regional, provincial leadership and national deployees. Regional and branch
offices must be well-resourced to enhanced coordination, communication,
monitoring and reporting," he said.

He said volunteers must be of the appropriate calibre and possess the
necessary integrity and discipline.

"Food must be provided timeously and the possibility of a reward option
should be considered.

"There must be a dedicated focus on youths as this surely would lend a great
deal of vibrancy to our campaign," Saul said.
