Dominic, you don't need a National Congress to have a Provincial structure. Unfortunately this is not an ostrich, firstly you build lower structures so that you are able to finalize with the National structure. On the question of funding, its only the members of the Front who have to worry on where to get funds to sustain the organisation and nobody else.
