President Jacob Zuma announces

 

new members of the

 

National Planning Commission

 

 

President Jacob Zuma has pleasure to announce the appointment of new members of 
the National Planning Commission in the Department of Planning, Monitoring and 
Evaluation, for a period of five years.

 

The President has appointed the following members:

 

1. Mr Jeffrey Thamsanqa Radebe, Minister in the Presidency for Planning, 
Monitoring and Evaluation as Chairperson

2. Prof. Malegapuru William Makgoba as Deputy Chairperson

The mandate of the new commission will include, among others the following 
responsibilities:

 

•    To promote and advance the implementation of the National Development Plan 
across different sectors of society;

 

•    To undertake detailed planning in a selected number of sectors to be 
determined from time to time;

 

•    To conduct regular engagements with various sectors of society on all 
matters pertaining to the long-term development of the country;

 

•    To facilitate stakeholder engagements aimed at forging a social compact 
towards more effective implementation of the National Development Plan;

 

•    To take a cross-cutting view, undertake research into long-term trends, 
analyse implementation of short to medium term plans with a view to recommend 
improvements to Government as well as produce reports to inform policy and 
planning; and

 

•    To contribute to development of international partnerships and networks on 
national planning.

 

The President has congratulated all the new members. "We look forward to 
working with them to take this important process forward of implementing the 
NDP and also exploring new avenues for socio-economic development in our 
country as we implement the NDP.” 

 

Biographical summaries of the new members

 

1. Professor Malegapuru William MAKGOBA, Higher Education and Health

 

Professor Makgoba is the former vice-chancellor and principal of the University 
of KwaZulu-Natal and an internationally recognised molecular immunologist. He 
is also former deputy vice-chancellor of the University of the Witwatersrand. 
Makgoba received an MBChB degree from the University of Natal Medical School in 
1976 with merit. In 1979 he was named the first black Nuffield Dominion Fellow 
to the University of Oxford where he completed his DPhil degree in human 
immunogenetics in 1983 under Professor Sir Andrew McMichael.

 

He went on to become the first senior registrar to fellow expatriate South 
African and President of Royal College of Physicians of London, Sir Raymond 
Hoffenberg, in 1983. He was Reader in Molecular Endocrinology at the Royal 
Postgraduate Medical School London between 1990 and 1994. He was the first 
black South African to be selected to the prestigious National Institute of 
Health's Fogarty Visiting Programme in the late 1980s. Makgoba was appointed 
Chairperson of the Medical Research Council Board (1995-1998) and thereafter 
served as President of the Medical Research Council between 1999 and 2002. He 
was involved in developing South Africa's AIDS strategy and the SA AIDS Vaccine 
Initiative. He is a recipient of the Order of Mapungubwe.

 

2. Dr Miriam ALTMAN, Economist

 

Dr Altman is the head of strategy at Telkom (SOC) Ltd. She is former executive 
director at the Human Sciences Research Council. At the council, she led a 
decade of research and leadership engagement focused on employment and 
unemployment. She is recognised as a leading economist, strategist and thought 
leader. Dr Altman holds a Bachelors and Masters degrees as well as a PhD in 
Economics.

 

3. Ms Susan Muriel BROUCKAERT (Sue Bannister), Local Government

 

Ms Bannister is a Partner at City Insight Pty Ltd. She was previously deputy 
head and then head of Strategic Projects Unit in eThekwini Municipality, 
principal consultant at Sue Bannister Consultancy and researcher at Matthew 
Nell and Associates. Between 1994 and1995 she was a fieldworker for the 
Transvaal Rural Action Committee. She managed a number of large projects. She 
holds a BSc Town and Regional Planning, MPhil in Land Economy, and an 
International Executive MBA.

 

4. Dr Ntuthuko Melusi BHENGU, Public Health

 

Dr Bhengu has been a Medical practitioner and anaesthetist since 1991. He 
worked for just over five years as a full-time clinician in South Africa and 
England. Thereafter he worked as a senior health care industry executive, 
director of companies and advisor to various South African Government 
Departments. He is a Chartered Director (SA): Institute of Directors in 
Southern Africa; Panel Member of the Competition Commission's Healthcare Market 
Inquiry, Chairman of the Board of Directors of the Road Accident Fund, 
Non-Executive Director of Nestle (SA) (Pty) Ltd, and Fellow of the Africa 
Leadership Initiative. He holds a Master of Public Health degree, Master of 
Business Administration, Diploma in Anaesthetics, and Bachelor of Medicine and 
Bachelor of Surgery (MB ChB).

 

5. Themba Thomas Cyril DLAMINI, Development Economics

 

Mr Dlamini is the Managing Director of the Black Management Forum. He is the 
former Chief Executive Officer of the National Gambling Board, the Independent 
Communications Authority and Construction Education and Training Authority 
(CETA). He is also the former Deputy Director-General responsible for Corporate 
Services and Governance at the Department of Science and Technology. Other 
positions he has held include: Special Advisor to Minister of Labour; Chief 
Director responsible for Corporate Services at the Provincial Department of 
Health in the North West; Manager responsible for Regulatory Affairs at Telkom; 
Project leader at the DBSA and Research Assistant at The Urban Foundation. He 
holds a Diploma in Business Administration, Bachelor of Arts degree in 
Economics, and a Master of Arts in Development Economics degree.

 

6. Ms Tessa DOOMS, Youth development

 

Ms Dooms is a Director at Youth Lab. Previously she held the position of 
Lecturer at the University of Johannesburg, Sessional Lecturer in Sociology at 
the Wits University, Research Project Coordinator - ARHAP Wits; Junior Lecturer 
in Sociology, School for Social and Government Studies, North-West University. 
She holds a Bachelor of Arts and Master of Arts degrees in sociology.

 

7. Mr Frank Kennan DUTTON (Policing and investigations)

 

Mr Dutton is an International policing and investigations expert and provides 
expertise on a consultancy basis internationally as well as locally. He has 38 
years of policing experience in South Africa and was the first head of the 
Directorate of Special Operations. In 2012 he was awarded the Order of Baobab 
in Gold by the President of South Africa for his South African and 
International police work. Mr Dutton is highly respected for his breakthrough 
investigations which uncovered the third force in the violence that engulfed 
KwaZulu-Natal during the late 80s and early 90s. Working with Judge Richard 
Goldstone, he played leading roles in complex investigations in South Africa 
and many other countries -  including Bosnia, Croatia, Kosovo, Sudan (Darfur), 
Afghanistan, DRC, Cameroon, Uganda, Nigeria, Rwanda, Kyrgyzstan, Liberia, 
Mozambique, Zimbabwe, Brazil and East Timor. He holds a National Police Diploma.

 

8. Ms Tasneem ESSOP, Environmental Affairs

 

Ms Tasneem Essop is the head of strategy and advocacy for the International 
World Wide Fund for Nature's Global Climate and Energy Initiative. She is the 
head of delegation at the United Nations Framework Convention on Climate Change 
sessions. She is former MEC of Environment, Planning and Economic Development 
in the Western Cape and former MEC of Transport, Public Works and Property 
Management. After 1994 she became an ANC Member of the Provincial Legislature 
where she served as the ANC's Western Cape Spokesperson on Finance and Public 
Accounts before her appointment as a Member of the Executive Council in 2001. 
Before the first democratic elections in 1994 Tasneem was an anti-apartheid 
activist involved in youth, union and gender organisations. An educator by 
profession, she started her career in 1985, teaching English, History and 
Guidance at Glendale Senior Secondary in Mitchell's Plain, Western Cape. She 
holds a Bachelor of Arts degree.

 

9. Professor Mohammad KARAAN, Agriculture and Food Security

 

Professor Karaan is the Dean of the Faculty of Agri-Sciences at the University 
of Stellenbosch. He is former Chairperson of the National Agricultural 
Marketing Council and president of the Agricultural Economics Association of 
South Africa. He serves on the board of the Land Bank and the Agricultural 
Research Council of South Africa, and is present chair of the National 
Agricultural Research Forum. He graduated from Stellenbosch University in 1990 
with a BSc Agric degree and eventually completed an MSc Agric in 1994 and a PhD 
(Agric) in 2006. He joined the Development Bank of Southern Africa in 
Johannesburg as an economist and later returned to Stellenbosch to join the 
Rural Foundation as Head of Research. In 1996 he joined Stellenbosch University 
as a lecturer in the Agricultural Faculty. In October 2008 he became Dean of 
the Faculty of AgriSciences at Stellenbosch University and was reappointed in 
November 2013 for a second term. From 1 May 2014, Prof Karaan was appointed as 
the Acting Vice-Rector: Community Interaction & Personnel at Stellenbosch 
University.

 

10. Ms Khanyisile Thandiwe KWEYAMA, Business

 

Ms Kweyama is the Chief Executive Officer of Business Unity South Africa 
(BUSA). She was previously Executive Director at Anglo American and has worked 
for Telkom, Allied Technologies, Barloworld Limited, BMW South Africa among 
other companies. She has vast board and management experience. She holds a 
postgraduate diploma in management, and other qualifications in administration 
and human resources management.

 

11. Mr Johannes Petrus LANDMAN, Scenario Planning

 

Mr Landman is the founder of JP Landman and Associates. His focus areas are 
political economy, labour, demography and social capital. He was previously the 
editor of Finance Week; Group Strategic Planning Manager for Everite Ltd. and 
the Small Business Development Corporation. He is a published author and 
well-respected analyst. He is a visiting professor at the University of Free 
State. He holds BA LLB, an MPhil degree in Futures Studies and a number of 
other qualifications.

 

12. Dr Vuyokazi Felicity MAHLATI, Development Planning

 

Dr Mahlati is a public policy and development planning specialist with an MSc 
in Social Policy and Planning (London School of Economics) and a PhD in Public 
and Development Management (University of Stellenbosch). She is serving a 
second term as president of the International Women's Forum (IWF) South Africa 
and global director of IWF Leadership Foundation Board. She is the deputy 
chairperson of the panel of experts tasked with developing the Integrated Urban 
Development Framework.

 

13. Advocate Lekolota Abram MAKUA, Labour law

 

Advocate Makua was admitted as advocate in 2009 and he is based in Sandton, 
Johannesburg. He is a member of the Johannesburg Society of Advocates and 
Polokwane Society of Advocates. He specializes in medical malpractice and 
labour law litigation and further areas of interest are commercial and 
constitutional litigation. He served as a public prosecutor from 1990 until he 
was appointed as one of the first executive managers in the public service in 
1995. While in government he also served as a Nehawu shop steward responsible 
for coordination and establishment of Nehawu's Senior Managers Forum. He served 
as National Legal Officer of Numsa, representing workers in disciplinary 
hearings, arbitrations, and the Labour Courts. Adv Makua holds a postgraduate 
diploma in Labour Law, BJuris, LLB, LLM degrees and Masters degree in Policy 
Studies.

 

14. Mr Elias MASILELA, Economic Policy and Analysis

 

Mr Masilela is a non-executive chairperson of DNA Economics. He serves on the 
boards of the United Nations Global Compact and Multichoice South Africa. He is 
a visiting senior fellow at the University of the Witwatersrand; former chief 
executive officer of the Public Investment Corporation and former acting 
director-general in the National Treasury in charge of economic policy. He is 
former board member of the Reserve Bank and the Government Employees Pension 
Fund. He holds Bachelor of Arts degree in Social Sciences and a Master of 
Sciences in Economic Policy and Analysis with a specialisation in Money, 
Banking and International Economics.

 

15. Dr Edmund Thamsanqa Mazwai, Communication and Small Business Develpment

 

Dr Mazwai is a Resident Executive at the Wits Business School and serves in the 
Black Business Council (BBC). He is honorary professor of entrepreneurship at 
the University of the Western Cape and the University of Fort Hare and also 
serves on the Presidential BEE Advisory Council. Dr Mazwai is a former 
journalist and editor and developed a passion for entrepreneurship and small 
business development while business editor at Sowetan. He is former director of 
the Centre for Small Business Development (CSBD) at the University of 
Johannesburg. He is part of a panel of experts that is looking at methodologies 
to integrate small business into the value chains of the Brazil, Russia, India, 
China and South Africa (BRICS) countries. He is a member of the Skills System 
Review Technical Task Team (SSRTTT) of the Human Resource Development Council 
of South Africa. He also served on the Ministerial Committee for the review of 
the White Paper on social development and his area of reference is 
entrepreneurship and recipients of social grants. He was jailed while a student 
for his involvement in the liberation struggle. He holds an MBA and D.Com 
degrees.

 

16. Ms Poppy Audrey MOCUMI, Disability Sector

 

Ms Mocumi is the National Chairperson of the Disabled People of South Africa 
(DPSA) organisation. She was previously a member of the National Assembly as 
well as the provincial legislature of the North West province. She is an 
activist at heart and a teacher by profession. Ms Mocumi has held a number of 
leadership positions in the ANC, SACP, SADTU, school governing bodies and now 
the DPSA. She holds among others a Bachelor of Arts and Master of Philosophy 
degrees.

 

17. Professor Kholeka Constance MOLOI, Higher Education and Training

 

Professor Moloi is professor of education at the Vaal University of Technology. 
She previously held the positions of Professor and Director of School of 
Education, North West University; Associate Professor, University of 
Johannesburg; Acting Executive Director responsible for Student Affairs, 
University of Johannesburg; and Head of Department, Education Management, 
University of Johannesburg, among others. She has published numerous books, 
contributed chapters in books as well as published a number of peer reviewed 
journal articles. She holds a number of qualifications including a Bachelor of 
Arts and Master of Arts degrees and a PhD in Education.

 

18. Dr Pulane Elsie MOLOKWANE, Science and Technology

 

Dr Molokwane is the founder and Managing Director of POB Environmental 
Solutions. She previously served as Executive Technical Director of South 
African Intellectual Property Fund/Quintessential Investment Holdings; 
Principal Environmental Specialist at Sasol Technology Pty [Ltd]; and Nuclear 
Fuel Design Physicist at Pebble Bed Modular Reactor. She serves on the boards 
of Inkomati Usuthu Catchment Management Area and Sedibeng Water Board. She 
holds PhD in Chemical Technology, M.Sc. in Applied Radiation Science and 
Technology, Post-Graduate Diploma in Applied Radiation Sciences and Technology, 
and B.Sc. in Physics and Chemistry.

 

19. Ms Christina NOMDO, Children's Rights

 

Ms Nomdo has been the leader of Resources Aimed at the Prevention of Child 
Abuse and Neglect (RAPCAN) for more than 6 years. She is an active member and 
innovation team leader in the Leadership and Innovation Network for 
Collaboration in the Children's Sector (LINC). She is an activist with a 
passion for children's protection and participation rights realisation in South 
Africa. Internationally, she is recognised as an expert in children's 
participation in governance - training children to monitor government budgets 
from a rights approach - having presented her work to global forums for example 
in India with the HAQ Center for Children's rights. She holds a Bachelor of 
Information Sciences and Master of Arts degrees.

 

20. Mr Thanyani RAMATSEA, Infrastructure Development

 

Mr Ramatsea is a Technical Director at MJT Consulting Engineers. He started his 
career with Spoornet in 2000. His experience lies in Infrastructure Maintenance 
Management, focusing on Geotechnical Engineering investigation and design, 
design and rehabilitation of heavy-load pavements as well as rehabilitation and 
maintenance of re-inforced concrete and steel bridges. He has worked for HHO 
AFRICA (Gautrain design team) as Senior Design Engineer; Arup as a Principal 
Design Engineer on the New Multipurpose Pipeline (NMPPP) project for Transnet 
Pipeline; TCTA as a Contract Manager for bulk raw water dams.  He is a 
Registered Professional Engineer and holds a BSc. Civil Engineering degree from 
the University of Cape Town. He also holds MSc (Engineering Management) from 
the University of Pretoria.

 

21. Mr Dennis Jabulani SITHOLE, Arts, culture and heritage

 

Mr Sithole is a former lecturer in history at the University of KwaZulu-Natal, 
Pietermaritzburg campus and the former KwaZulu-Natal Provincial Coordinator of 
the Liberation Heritage Route for the National Heritage Council (NHC). He has 
researched and published a total of thirteen chapters on Natal's contribution 
to the South African liberation struggle for the South African Democracy 
Education Trust (SADET). He has also authored An Epic Tale of Selfless 
Sacrifices: Cuba's Internationalism in Africa, 1962-1991; the co-editor of Zulu 
Identities: Being Zulu, Past and Present and many academic journal articles He 
is former school teacher; the Natal Midlands Coordinator of the National 
Education Crisis Committee; chairperson of the Luthuli Museum Council and the 
Amafa aKwaZulu-Natal Council.

 

He is former member of the Council of the National Heritage Council; Natal 
Midlands Regional Secretary of the National Education Union of South Africa 
(NEUSA); Secretary of the Natal Midlands Region of the South African Youth 
Congress (SAYCO); a member of the Pietermaritzburg Interim Leadership Core of 
the South African Communist Party (SACP); Secretary of the Central Areas Branch 
of the ANC and the Secretary of the Ward 37 branch of the ANC. He holds a 
Bachelor of Arts and Master of Arts degrees in History.

 

22. Professor Vivienne TAYLOR, Social Development

 

Professor Taylor currently teaches social policy, development planning and 
social and economic development in the Department of Social Development at the 
University of Cape Town. She is the Head of Department. Her career consists of 
both national and international development experience spanning over 30 years. 
Approximately 20 years of this being at a senior policy and/or management 
level.  She has experience of working within the United Nations on a global 
Commission on Human Security, with Governments, in the non-governmental sector 
and in academia. She holds a Bachelor of Arts degree from the University of 
Durban‑Westville; and postgraduate degrees - BSocSc Honours & MSocSc Masters) - 
in Social Planning and Administration from the University of Cape Town.

 

23. Mr Jarrad Gregory WRIGHT, Energy

 

Mr Wright is a Senior Consultant and Acting Regional Manager at Energy Exemplar 
(Africa) Pty Ltd. He previously worked as an Engineer at Parsons Brinckerhoff 
Africa (Pty) Ltd. He has working experience in 13 different countries and has 
published widely. At a fairly young age, he is considered an expert in his 
field. He holds a Bachelor of Science in Engineering (Electrical), Master of 
Science in Engineering (Electrical).

 

24. Dr Welcome Siphamandla ZONDI, International Relations and foreign policy

 

Dr Zondi is the director of the Institute for Global Dialogue (IGD). Prior to 
assuming his current position, he headed the IGD's programme on Africa studies 
and SA Foreign Policy Analysis for five years. Dr Zondi is a seasoned political 
analyst, academic and public speaker with a long track record in conducting 
research into international experiences that have a bearing on South Africa and 
Africa, especially in the areas of state and development, the constitution of 
the political, leadership and change in society, dialogue including dialogues 
among civilisations and cultures. Between 2000 and 2004, he co-ordinated the 
Africa Institute of South Africa's regional integration and sustainable 
development programmes. He has published widely in his areas of research 
interest, namely: regional integration and governance, South Africa's 
international relations and foreign policy, and public health policy. He holds 
a Doctor of Philosophy in African Studies, Master of Philosophy and Bachelor of 
Arts degrees and Higher Diploma in Education.
