Post Provisioning Norms for 2016

 

 

SADTU in KwaZulu-Natal has learnt that the Department of Education issued
Post Provisioning Norms (PPN) certificates to schools which we as SADTU
strongly believe that the numbers used to generate those certificates were
not accurate.

 

This has resulted in the majority of schools in the Province having to lose
many posts and educators. If this is left unattended chaos and instability
will be the order of the day come 2016.

 

Our commitment as SADTU has always been to partake in these processes with
the main aim being to ensure that the processes remain transparent and fair
for and particularly to all. It is also our continued belief that staffing
has an impact on the overall performance of the school hence the necessity
to ensure that schools are adequately staffed so that they operate on some
equitable basis.

 

To put this on record, SADTU is receiving hundreds of complaints from
schools on a daily basis since the issuing of the PPN certificates and HRM
46 of 2015 by the Department. SADTU suspects that there is foul play in all
this, in that at the level of the Education Labour Relations Council (ELRC)
it was agreed that the department must conduct a headcount in some schools
which had contested their PPN. The process gave rise to PPN certificates
showing a certain number of posts that schools qualified to have.  Two
months after the issuing of such PPN certificates a new process ensued which
gave totally new numbers of the allocation of posts that schools qualify
for. This is confusing and misleading as there is no expectation whatsoever
that one office can issue two different certificates within a period of
three months. 

 

SADTU KZN therefore demands:

 

.    That the processes be withheld.

 

.    That calculations be redone and correct PPN certificates be issued to
schools.



.    That all SADTU members must not participate in the processes pertaining
to HRM46 of 2015 until the department attends to our demands as listed
above. 

 

These demands are made as a temporary measure understanding that the current
attitude of the employer is undermining the developments made so far
regarding curriculum transformation and change. The system remains
counter-revolutionary as it stops schools to offer as many streams as they
may wish because only the number of learners determines the number of
teachers that schools must have.
