Morning Star.png China: Urban Migration Rules Relaxed The Morning Star, London, 14 December 2015 China's CCTV announced at the weekend that the government has agreed to relax regulations on urban residency next year to allow wider access to housing, education and health. Citizens' access to public services has been dependent for three decades on household registration, known as "hukou." The hukou system has adversely affected millions of migrant workers forced to leave their children in the countryside or place them in unregistered and often substandard schools in the city. While various cities have implemented incremental reforms, Saturday's announcement will relax the rules nationally and reduce opportunities for corruption and irregularities. Migrants can apply for a residency permit if they have lived in the city they are applying in for a certain time and have a stable job, place to live or are studying. Permits will enable them to access benefits such as basic healthcare and nine years' compulsory education for their children.
