Syria's President Assad:

 

Amnesty If Insurgents Disarm

Syrian President Bashar al-Assad offered a "full amnesty" yesterday to any
insurgents who lay down their weapons.

 

He urged rebels: "Just to give up your armament, whether you want to join
the political process, or not."

 

On Monday, 1,200 fugitives were granted amnesty by the government in the
southern province of Daraa.

 

The same day, the Higher Judicial Commission for Elections said almost 5,600
candidates had registered for April's parliamentary poll, with the deadline
set at 8pm today.

 

United Nations special envoy for Syria Staffan de Mistura warned that
provocations and attacks by Islamic State (Isis) and the al-Qaida-affiliated
Nusra Front were the biggest threat to the two-week truce.

 

The Russian Defence Ministry said the ceasefire was holding despite sporadic
violations.

 

But yesterday a group of reporters on a Russian-organised visit to the north
of Latakia province, close to the Turkish border, came under shellfire from
Nusra Front forces.
