Report of the Central Executive Committee to remove the former President
Pule Molalenyane, 1st Deputy President John Dlamini and National Treasurer

 

 

The South African Municipal Workers Union wish to take this opportunity to
clarify our members, revolutionary alliance structures and the general
public about the latest developments emanating from the Central Executive
Committee meeting which took place on the 14 March 2015, City Lodge in
Gauteng Province. 

 

It must be noted that the CEC was convened in terms of South African
Municipal Workers Union's constitution after provinces made attempts for
more than three time persuading National office Bearers to convene. As such
all decisions taken are binding and all members and structures must respect
the resolutions of CEC where eight provinces were attendance. 

 

The CEC arrived at quite number of resolutions which suggest progress in
terms of defending the labour union from the wrong posture it has been
driven to. We were clear as SAMWU in our last CEC going to Special COSATU
Congress that we will support progressive view to defend the federation.

 

But later on we were shocked to learn that our former National Office Bearer
are now taking a different direction that of conniving with the new
federation and they are attending meetings in the dark corners without our
mandate.

 

They went on disbanding structures of the union than are viewed to be behind
COSATU and its leadership with an aim of installing people who will be
controlled to support splits for them to take SAMWU to the new federation.

 

All this were happening without following proper constitutional parameters:
they removed the Deputy General Secretary Duma Lebakeng, Eastern Cape
Provincial Chairperson, Gauteng Provincial Chairperson, North Cape
Chairperson and KZN Provincial Office Bearers.

 

Our former National Office Bearers were running the union like private
property which left us with no option but to look for remedial measures in
terms of the constitution. That the CEC was constitutional rather than what
we heard on statements sent out by the disgruntled former President, Pule
Molalenyane.

 

Further structures must note that Provincial Chairpersons made attempts to
arrest the behavior of the former President but could not succeed, COSATU
National Leadership led by Comrade President Sdumo Dlamini intervened
advising the National Office Bearers to convene CEC to deal with
organizational matters but that could not happen.

 

Some resolutions between COSATU and SAMWU meeting are as follows:

 

.    National Office Bearer convene CEC immediately

.    That they must stop expelling and suspending shopstewards

.    KZN congress to be put on hold until CEC

 

Isolation and sidelining of the General Secretary

 

The General Secretary of the Union Comrade Simon Mathe has been treated like
an ordinary clerk who does not have authority to take decisions by the
former National Office Bearers. 

 

He was refused entrance at the interdicted unconstitutional special congress
of the KZN province which took place on the 10 March 2016 despite court
order.

 

Now there is an instruction to the security personnel in Head Office to deny
the General Secretary access to the union offices

 

Key resolutions of the Central Executive Committee

 

.    The CEC resolved to terminate the membership of the President Pule
Molalenyane, 1st Deputy President John Dlamini and National Treasurer Portia
Lindi

.    And that the HoD, Moses Miya be suspended with immediate effect pending
investigations

.    The CEC resolve to elect interim structure that shall coordinate
special congress within three month

 

Election of interim leadership

 

The Central Executive Committee resolved to elect the following comrades on
an interim bases as follows:

 

President: TT Tshililo (LP)

1st Deputy President: Nomvula Hadi (EC)

National Treasurer: Samora Ndlovu (KZN)

 

 

On 2016 local government elections

 

SAMWU shall put aside budget to support the ANC for landslide victory during
the 2016 local government elections.
