Geneva talks on Syria
One person one vote in a unitary state
The Syrian-Syrian proximity talks that are presently going on in Geneva
under the auspices of the United Nations are governed by UN Security Council
Resolutions 2254 and 2268.
Both of these resolutions begin with identical words, as follows;
"The Security Council
"Reaffirming its strong commitment to the sovereignty, independence, unity
and territorial integrity of the Syrian Arab Republic, and to the purposes
and principles of the Charter of the United Nations,"
That these words are not simply formal is demonstrated by the response to US
Secretary of State's offhand remark last month that if the Geneva talks are
not successful, there could be a "Plan B" involving the breaking-up
("Balkanisation") of Syria.
The sharp response of all parties to Kerry's ill-considered statement was
expressed most clearly by the UN Security Council moderator of the Geneva
talks, Staffan de Mistura, who said that there is no "Plan B" except the
resumption of war in Syria.
The sovereignty, independence, unity and territorial integrity of the Syrian
Arab Republic is sacrosanct.
What South Africa stands for
Similarly, in the struggle for South Africa's freedom, the attempt to break
up the country into smaller portions - Bantustans - was rejected outright by
the ANC-led freedom movement and by its international supporters. The
unifying slogan of the entire freedom struggle during the 30-years exile of
the ANC and up to the elections of 1994 was "one person one vote in a
unitary state."
Even now, in South Africa, there are efforts to divide and balkanise the
state, notably in the Western Cape where reactionaries are in charge of the
provincial government. The liberation movement continues to reject this
tendency and to consciously and deliberately build the South African nation
in what we, communists and non-communists alike, call our National
Democratic Revolution.
Internationally, South Africa is part of the AU, which, as the OAU, was
founded precisely to preserve, by mutual agreement and mutual action, the
sovereignty, independence, unity and territorial integrity of all the member
states; and this was the principle and the culmination of the independence
struggles that preceded the foundation of the OAU in 1963, and which
continued thereafter.
These principles are not different from the founding principles of the
United Nations, founded 18 years prior to the OAU, in 1945.
In all these ways, we in South Africa are firm nationalists, under the rule
since 1994 of the African National Congress, our liberation movement. Our
project is the building of a nation that can live in peace and prosperity in
friendship and co-operation with other nations.
Geneva talks and the PKK / KCK / PYD / YPG / Assayish affiliation -
followers of Ocalan*
Kurdish armed forces have operated in northern Syria and are said to control
territory, by military force, in the North-East, and separately in the
North-West of Syria, all bordering the Turkish frontier. Collectively the
Ocalanists refer to this portion of Syria as "Rojava".
These Kurdish forces are not represented in Geneva. Reports frequently
attribute their absence from the intra-Syrian Geneva talks to the influence
of Turkey, or the USA, or both. Direct evidence of such a veto having been
applied is not apparent.
The truth is that the Kurdish followers of Ocalan are not in Geneva because
they have an ideological objection to the founding basis of those
intra-Syrian talks.
The Ocalan-followers reject "the sovereignty, independence, unity and
territorial integrity of the Syrian Arab Republic," and all other such
republics.
This is their central and defining political demand. It extends outside the
territory that they occupy. It is an ideological mission to the world. As
Kurdish followers of Ocalan they intend to go forth and undermine unitary
states everywhere on the globe.
Apocalypse intended
This apocalyptic ideological mission of the Ocalan Kurds, which renders them
to be a modern cult and no longer simply an ethnic or racial or cultural
solidarity, is at once apparent from the writings that their organisations
distribute, including, but not limited to, the books of Ocalan himself.
Briefly, the Ocalan cult literature founds itself on a myth of the one true
revolution, as they see it, which is what they call the Neolithic
Revolution; this led, as they believe, to the coming into being of the very
first (Sumerian) civilisation in Mesopotamia ("the land between the rivers,"
Tigris and Euphrates), where the Kurds live. In this way, they construct
themselves as a "chosen people".
In the Ocalan view of things, all subsequent history descends from this
moment, which they place as having started ten thousand years ago.
It is a characteristic of cults that the wilder the idea, the more devoted,
and the more isolated, and the more intransigent, the devotees become.
For those of us who are communists, it is crucial to grasp that the Ocalan
ideology is not communist, as it sometimes claims to be, but it is
anti-communist in the most literal and fundamental sense.
Communism is a scientific body of thought that has at its centre a principle
of human development, not descent.
Ocalan insists that revolutionary truth is better defined at the beginning
of history than at the present time. This is the opposite of what the
communists believe.
The Ocalan cult ideology is anti-nationalist and anti-communist and it is
missionary. It regards the unitary state as a historical abomination and it
is devoted to the break-up of all unitary states, everywhere, including of
course, South Africa.
This places the Ocalan cultists in direct confrontation to our South African
National Democratic Revolution.
The PKK / KCK / PYD / YPG / Assayish / Ocalan affiliation is resolutely and
explicitly opposed to the government of Syria in Damascus, which it
habitually describes as a "regime" and which it continues to attack with
armed force, as it did once again just a few days ago in the Al-Qamishli
District.
Ocalanist attempt to wreck the Geneva talks
On the 16th of March 2016, just as the Geneva talks were re-convening, an
announcement came from a meeting of Kurds, including the PYD, in the town of
Rmeilen, Syria, that they are unilaterally instituting what they call
federalisation and that this is to be the model for the whole of Syria.
This arrogance is undoubtedly an attempt to wreck the Geneva talks. It
cannot be called a pre-emptive constitutional move because it has no legal
force, only armed force, but it is a provocation.
The Geneva talks are proceeding. South Africa and the South African
Communist Party should support the Geneva talks.
Our line should be unequivocal in this case and in similar cases. We support
the sovereignty, independence, unity and territorial integrity of the Syrian
Arab Republic, of the Republic of South Africa, of Cuba, of Russia, of
Venezuela, Iraq, Iran, Western Sahara and of all other countries.
