ANC Statement, 15 April 2016

State of Readiness for 2016 Local Government

Election Manifesto Launch

The Nelson Mandela Bay Stadium in Port Elizabeth will be a fitting setting
for the launch of the African National Congress' 2016 Local Government
Manifesto on Saturday, 16 April 2016. The province of the Eastern Cape
occupies pride of place as the political home of the ANC and the epicentre
in the struggle for freedom and justice. The ANC once again returns to this
province, proud of the commendable work the ANC government has done in the
region and confident and humbled by the overwhelming support the ANC
continues to enjoy amongst the people of Nelson Mandela Bay.

Since the beginning of the week, supporters, members and leaders of the ANC
have been involved in an intensive mobilisation campaign; talking to our
people and encouraging them to form part of 100 000 people strong contingent
expected at the Stadium on Saturday. In our interactions with our people,
they continue to demonstrate their utmost confidence in the ANC while
acknowledging weaknesses and challenges in some areas. This is both in ANC
strongholds and in areas where the ANC did not perform well in the 2011
Local Elections or even the by-elections. The people are speaking
confidently of the tangible change they have seen in their lives as a result
of the work of the ANC government. We are satisfied with the turnaround that
the municipality has witnessed following the NEC's intervention in the
region last year. The ANC is convinced that the people of Nelson Mandela
Metro will give the ANC a renewed mandate on 3rd August 2016 to build on the
work that has already been done.

The Nelson Mandela Bay Stadium, which holds 46 000 people inside will be
filled to capacity on Saturday as will be the overflow facilities. The
Nelson Mandela Metro Region alone has more than 40 000 people confirmed to
attend the Manifesto Rally with the balance of those expected, coming from
the neighbouring regions in the province.

More than 1000 buses and 600 taxis will ferry supporters from across the
province. Provinces of Free State, Gauteng, KZN and the Western Cape are
also expected to support the rally with each bringing about 10 busses.

There will be strict access control measures enforced around the stadium to
ensure minimal disruption to residents and businesses around the area. Road
closures will be in effect on Milner Avenue, Prince Alfred Road and Fettes
Road. Only residents and businesses operating in these areas will have
access to these roads. Prohibited items at the stadium include firearms,
dangerous weapons and alcohol as well as any T-shirt or placards that are
insulting or divisive.

The gates of the stadium will open at 08h00 when the cultural programme will
commence. Many of South Africa's most popular artists have confirmed their
attendance including a variety of local artists chosen specifically to
showcase the rich cultural heritage of the Eastern Cape. Musicians from
different genres will also be present including traditional, gospel, hip
hop, dancers and DJ's.

The political programme starts at 10h00 with Interfaith Prayers, followed by
Messages of Support from our Alliance Partners - the South African Communist
Party (SACP), the Congress of South African Trade Unions (COSATU) as well as
South African National Civil Organisation (SANCO). ANC President Comrade
Jacob Zuma is expected to speak at 11h00.
