Foreign forces are seeking to destabilise SA, says Mahlobo

Foreign agencies are hard at work in SA seeking to destabilise the country, 
with help from domestic forces that are knowingly or unknowingly collaborating, 
State Security Minister David Mahlobo said on Tuesday.

Introducing his budget vote speech to the National Assembly, Mr Mahlobo said 
attempts had been made in various countries, such as Libya and Syria, to cause 
instability in SA.

"Some of these foreign agencies are hard at work to destabilise us, working 
with domestic forces who are wittingly and unwittingly collaborating," Mr 
Mahlobo said.

He said as a maturing constitutional democracy, SA must be in a position to 
deal decisively with whatever challenges the country faced in its governance 
framework, whether it be economic, social or political issues.

"We must never yield to some domestic and international forces that might 
harbour intentions of creating conditions conducive to unconstitutional change 
of government," said Mr Mahlobo.

"Globally, we have a number of emerging threats that have been elevated in 
terms of our tradecraft ranging from countering international terrorism, 
radicalisation and violent extremism, economic meltdown, environmental 
degradation, forced migration, food security, unconstitutional regime change, 
colour revolution, nonstate actors in drug trafficking, proliferation of arms 
and ammunition, money laundering, financial crime and illicit economy," he said.

However, Mr Mahlobo said despite the deterioration of global security, "as 
security agencies we have concluded that we remain relatively stable as a 
country and the Sadc (Southern African Development Community) region."

He said the State Security Agency remained vigilant because "our national 
security threats do not play themselves in a vacuum but come into a sharper 
focus within a specific context".

"The geopolitics of the world wherein unilateralism, regime change, 
marginalisation of youth and minorities, political and religious dynamics, 
failure to resolve conflicts and market capitalism has lost its glowing spark. 
These are the challenges of our time."
