Were the post-apartheid Ministers not empowered to investing the plundering of 
state resource, or were they, in one way or another, complicity in the looting 
of these resources?

Days before ANC took over from the previous Government:

1. The outgoing government of FW De Klerk left the incoming government of 
Nelson Mandela with debt close to R500 billion rand, payable to local and 
foreign bankers.

2. Before he left, FW De Klerk offered the white farming communities R3.5 
Billion in soft loans.

3. The deeds offices worked overtime as a result of a deluge of property 
transfer requests, which included farms to ex ministers, high ranking military 
personnel and large areas of KZN to King Goodwill Zwelethini, making him one of 
the largest property owners in the world.

4. So called railway houses were transferred on huge scale to poor white 
communities, for a nominal fee.

5. The outgoing government of FW De Klerk could not account for how many 
properties the state owned, where they are and their worth.

6. The first black minister of finance Trevor Manuel had to instruct his 
department to quietly register billion dollar state entity, Eskom in 1995, as 
no one had thought of doing it before.

7. The previous Minister of finance, Derek Keys, on his departure left only 
three computers and a couple of notebooks that he seemingly scribbled the 
nation's annual budget on.

8. The National Party prior to their departure went on a records-destroying 
frenzy, on an industrial scale, utilizing then state-owned Iscor's gigantic 
furnaces for weeks on end.

9. As a last hurrah to his loyal Apartheid colleagues, De Klerk negotiated the 
sweetest deal of his tenure yet. An MP, of 10 years service or more, upon his 
retirement is entitled to 1 year's salary up front, a full monthly salary until 
his death, upon which the widow of the deceased is entitled to three quarters 
of his monthly salary until her death.

10. The newly launched cell-phone companies, Vodacom and MTN, were close to 
paying ICASA the agreed upon license fee of R500 Million each, when the ANC 
thankfully objected and delayed it, till after 1994 general election.
