SATAWU MAKES ITS VIEWS KNOWN ON MOLEFE AND BUDGET 2017

South African Transport and Workers' Union (SATAWU) welcomes the swearing-in of 
former Eskom CEO Brian Molefe as Member of Parliament.



SATAWU has worked with Molefe in the past when he was Group Chief Executive at 
Transnet. We are delighted that he will be making a contribution to this 
democracy in parliament. He is a capable individual and we believe parliament 
needs eloquent MPs of his calibre, particularly now. We have no doubt that he 
will be excellent in his new role.



Budget 2017



Finance Minister Pravin Gordhan's 2017 budget failed to live up to its theme of 
transformation, let alone radical transformation. The only vaguely 
transformative aspect of the budget was the announcement of the new top 
marginal tax bracket of 45% for those individuals earning more than R1.5 
million per year. The raising of the tax threshold from R75 000 to R750 750 was 
measly at best.



SATAWU is most disappointed by the 30c per litre rise in fuel price as this 
will have the gravest impact on the working class. Added to that is the 9c per 
litre increase which will be channelled to the Road Accident Fund. We hope this 
will be enough to alleviate the financial strain the fund has been under lately.



It was refreshing, however, to hear Minister Gordhan say that government wants 
state-owned enterprises to play a key role in the economy. Maybe now he will 
cease citing privatisation each time SOEs are mentioned. We were also 
encouraged to hear that government will be making capital injections into South 
African Airways and Passenger Rail Agency of SA.



It is worth noting that the overall tone of the budget has not changed since 
Gordhan took over from his predecessor, Trevor Manuel. Is it any wonder that 
this economy has not experienced any growth in the interim? Gordhan perpetually 
preaches belt-tightening and keeping the deficit under control - how then does 
he explain the ever-increasing debt burden? By now it has become abundantly 
clear that no growth and by extension no job-creation will result from 
Gordhan's way of doing things. We therefore call on Treasury to employ much 
more imaginative methods of running the economy if it is to achieve the growth 
we all seek.
