22 May 2017 SADTU reaches another milestone in its fight for TVET and CET Lecturers The South African Democratic Teachers' Union (SADTU) has successfully settled the long outstanding dispute with the Department of Higher Education and Training (DHET) on their refusal or failure to bargain at the Education Labour Relations Council (ELRC). On Monday, 22 May 2017 SADTU successfully reached a settlement agreement which saw the DHET committing to resuscitate collective bargain for both TVET and CET Sectors at the ELRC. This means the DHET will have to finalise the draft collective agreement on the establishment of a Higher Education and Training Bargaining Chamber within the ELRC to cater for TVET and CET lecturers. Agreements to regulate working conditions, salaries and benefits for lecturers in these sectors can be negotiated in the ELRC. Restoration of Collective Bargaining SADTU General Secretary Mugwena Maluleke said he hoped the DHET would respect this settlement agreement that will see the restoration of collective bargaining for the TVET and CET sectors in the ELRC. "It has always been SADTU's belief that the ELRC was the platform for the TVET and CET lecturers to negotiate their conditions of service through their union SADTU," Maluleke said. SADTU has, for quite some time, been at loggerheads with the DHET but held on motivated by the view that collective bargaining is the centre of labour peace in any sector including Higher Education. It should therefore be respected and upheld. It also believes that the ELRC was the most appropriate platform. This settlement comes two weeks after SADTU successfully reached a milestone settlement agreement with DHET that will see all TVET College lecturers being paid their outstanding pay progression on or before 30 June 2017. The battle is not yet over as SADTU has another arbitration to settle with DHET. On 25 and 26 May, 2017, the Union will meet head on with DHET over incorrect salary notches for TVET and CET lecturers. Maluleke said he was certain the Union shall; "Once more, emerge victorious."
