Thanks Joshua -- looks like its working now!

Any tagSense.net users out there with non-ascii tags:  you'll need to
'disconnect' from del.icio.us, then 'connect' again to enjoy the fix. 

What I'm not clear about, though - is how the actual URIs for non-ascii tags
are encoded?  i.e., in <http://del.icio.us/tag/[some non ascii tag]>, what
are the exact values of the bytes representing [some non ascii tag] in the
URI?
