I remember Joshua asking suggestion on how to
implement bundles on the add url page. This is my
idea.
There should be a drop down manu above the tags. The
entries in this drop down menu should be ("all tags",
name of bundle1, name of bundle2, ...) Default being
all tags.
Changing the values of the drop down menu should
affect the list of tags appearing beneath. But should
not directly affect anything else. So a person might
chose some tags from one bundle and some tags from
another.
It might get more complicated, but this should already
work quite fine.
