Not really. This isn't really intended as interface. We try to keep
stuff consistent and working, but we cannot guarantee that we won't
change it someday etc etc.
So you can suggest the eventual description (use &title=) and I do
not allow people to pre-suggest tags so as to not allow owners to
bias the data.
This may be more than you want to get into here, but I am curious
to understand what sort of "bias" you are afraid of. What negative
effects might arise - very concretely - if users were directed to a
posting form that included tags someone else had submitted?...
In particular, I am curious whether you are concerned about "the
relationship of users to their tags?" I.e., are you concerned that
users would "not tag as well" in some sense, if they were not
tagging all of their posts themselves?...
I generally have little to no faith that publishers are going to
properly tag their stuff. Publishers want distribution, but tagging
in delicious is intended for users to remember things -- two things
that are distinctly in tension with each other. So I want to cut that
behavior off immediately.
