i dunno. i think it makes everything very complicated. how would the relevance affect anything other than notation?

maybe there needs to be a to distinguish "this is a url i wanted to save" vs "this is a GREAT url i wanted to save"

Some of my tags have "high confidence" or "high relevance" while some
have "low confidence" or "low relevance". I would like to qualify my
tags with such ratings so that I can be more organized when browsing
tags that have many URLs.

For example, let's say that I think of planet-fanz.org as the font of
all knowledge about Mars. But when it comes to information about
Jupiter, they are just average. I want to tag this URL "mars jupiter"
but modulate the relevance of the "mars" tag and the "jupiter" tag.

Something like "mars+++ jupiter-" might do, but I don't want to have a
different tag for each gradation of relevance.

Tagging this like "mars relevant+++ jupiter relevant-" wouldn't do
either, because the order of the tags could get mixed up.

Any suggestions?
