I think that is the same bug that is described in the thread "bug with tag replace?" if you use 'Rename Tags'. The number of items (4 in your case) you see on the tag page and the number of items that must be shown (15 in your case,(click the link named 100 from the page)) can be different because of the bug. the former can be greater than or less than the latter.
