update: tag renaming and deleting is now fixed. if in the past couple weeks you tried to rename "foo" to "bar" but it didn't work, to fix it you can rename "bar" back to "foo" and then "foo" back again to "bar" -- sorry this is inconvenient but it will suceed in shuffling the changes through the now-functional system.
