Here's an interesting idea: you could lift the restriction, but based on
the current set (or extended) of schemes, the "private" checkbox would
be pre-cleared or pre-checked by default. i.e. for a normal http://
link, the behaviour wouldn't change, but for a file:// link, the
"private" checkbox would already be ticked.
It is then up to the poster to determine if this link should actually be
public.
This way, posters would be free to do as they like, but you still avoid
a mass of incorrect public links.
