While many tags are shown as recommended or popular tags, most of your tags are hidden when posting with the regular posting interface. Showing all the tags would be bloating since it would take a while to load and wouldn't be of much use to people with tons of tags because eye-scanning that cloud for particular tags will take years.
I encourage you to get used to typing. You don't have to type the whole word, just the first few letters, then you can select from the list that appears near the caret either by arrow keys or the mouse. Alternatively, you could use a bookmarklet that opens up a posting interface with all the tags listed. I'm pretty sure that's possible, but I lost track of GET parameters you should use for that.
