If you have "hierarchical" tags, then you don't have tags anymore, but yet a taxonomical system. But now you wouldn't be outlining the data anymore but yet the meta-data. The magic with tagging, imo, is that by intersecting them, you can create an ad hoc hierarchy just while you need it. Since what user commented: tag "people" sub group "interesting". pretty hierarchical tagging.
