team has a contact address that is delivered (directly or indirectly via
mailing list) to the user.
Problem: muting or otherwise adding a user-level structural subscription
-- as done via the "If you don't want to receive emails about this bug
you can..." box -- won't actually affect whether or not messages are
delivered to the user.
