I went into /boot/etc/yaboot.conf
and set up yaboot with these delay & timeout settings 
and the boot menu times are the exact same as before. Am I modifying the
wrong file?

## 600 / 10 = 60
install=/usr/lib/yaboot/yaboot
delay=60
enablecdboot
enableofboot
enablenetboot
macosx=/dev/sda3
magicboot=/usr/lib/yaboot/ofboot
