Dont bother. It takes a fully loaded G5 about 3 weeks to rebuild the entire distro... and all you'll do with -O3 everywhere is well, cause lots of nice random segfaults and sigills.
Oh yeah, GCC sucks at optimizations, so even if you got things working, you might see a 1-2% difference with -O3... now if you were using IBM's XL Compilers (which are $$$ and 64-bit only), you'll see much nicer gains in the 30% area.
